Project/Proposal Summary:
The Security and Justice Sector Reform Project (SJSRP) will assist the Government of Guatemala to strengthen security and justice sector institutions through technical assistance and training at the central level and in select geographic areas, as well as to promote and reinforce reform efforts through the implementation and enforcement of security and justice legislation. Civil society will be engaged as a critical partner to advocate for and oversee enforcement of this legislation, as well as to ensure transparency and accountability of these public institutions.

Position Summary: The Security and Justice Sector Institution Capacity Building Coordinator will be responsible for the overall development and implementation of technical assistance that will promote the adoption or improvement of administrative and financial management systems, employee benefits and services, and related public administration tools of key justice and security sector institutions.

Responsibilities: • Lead the development and implementation of the justice and security sector institution capacity building component of the project; • Provide technical assistance and support in the adoption or improvement of public administration systems and management practices of security and justice institutions; • Strengthen and improve human resources and employee benefits systems, including career development and advancement, continuing education, incentives and benefits packages for employees of security and justice sector institutions; • Promote the adoption of improved financial management systems in key security and justice sector institutions, including financial planning, budgeting, expenditures, and auditing; • Improve internal management and administrative services and tools, such as policies and procedures, information technology, inventories, equipment maintenance, internal audits and inspectorates.

Qualifications: • Prior experience building government capacity; experience with security and justice sector institutions, including coordinating with government officials, police and judicial sector staff, desired; • Bachelor’s degree in public administration, human resources, finance, or related area; • Demonstrated experience designing and/or managing employee benefits or human resource programs for governmental or private sector institutions; • Experience with donor-funded technical assistance projects, ideally USAID; • English language skills helpful.
