BACKGROUND: The Financial Tracking Service (FTS) is a global, real-time database which records all reported international humanitarian aid. FTS was established in 1992, and since that time has grown steadily to become an important service to the humanitarian community. Over the years the architecture of global humanitarian financing has changed significantly, especially due to the introduction of humanitarian pooled funds which did not exist when the FTS database model was designed. The current FTS data model does not allow the FTS team to reflect all pooled fund allocations in a user-friendly manner, therefore FTS is undergoing a database remodeling process. The process will involve a significant effort to migrate all old content into the new database model. FTS is also undergoing plans to implement a new web platform and re-design, which will also involve a significant effort to migrate existing site content and functionality. As a result, there is an important need for an experienced database architect to help validate and migrate data to the new database model, and manage the implementation of the new web platform. ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: The System Analyst will report to the FTS Manager in Office for the Coordination of Humanitarian Affairs (OCHA) Geneva and work collaboratively with Information Technology Section (ITS), Information Services Section (ISS) and other external developers involve in the project.

RESPONSIBILITIES: The System Analyst will undertake the following:

Validate the new database model which will be finalized after the completion of the current running phase of the FTS project; Define the technical specifications to migrate the entire data into the new platform and define the roadmap for the implementation of each FTS application; Build a technical architecture of the entire setup of different applications/layers which will suffice the requirements of the FTS team, including the testing at different levels (usability test of dummy new FTS website with partners and analysis of the overall test on the performance and efficiency of the proposed website); Refine the entire plan and technical structure to accommodate the future extension / modification at the data level or outside the system; Provide documentation which will help to maintain the FTS website; Develop procedures for FTS data sharing and access by other connected systems.

Deliverables / Results expected: Validation of the new FTS architecture, linking different applications including the new database model; Build monitoring tools for the FTS team to manage the data and ensure data integrity between different systems; Technical specifications to migrate the entire FTS data into the new database model; Implement the migration of the current FTS data into new database model with the support of the FTS technical team; Project Scope and implementation plans for a new web platform including procedures to migrate existing content; Usability tests procedures for new FTS website and analysis of results; Documentation and training for use and sustainability of new structure and features; Recommendations for future enhancements of the system.

PROFESSIONALISM: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems, conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters, Ability to improve processes and approaches; Advanced knowledge of web development and graphic design for the effective communication of information; Knowledge of Drupal, Visio or other database modeling tool and SQL reporting services; Strong expertise in visualizing technology, architecture and solutions; Ability to convey complex concepts and recommendations to staff at all levels.

Qualifications & Experience

EDUCATION: Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field; A first level university degree (Bachelor’s degree or equivalent) in combination of qualifying relevant professional experience may be accepted in lieu of advanced university degree.

WORKING EXPERIENCE: A minimum of five (5) years of progressively responsible professional experience in planning, design, development, implementation and maintenance of computer information systems of which at least three (3) years of experience working with database modeling tools; Experience in designing and architecting database systems using MS SQL (2005/2008) is required.

LANGUAGE: For this particular consultancy fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
