Afghanistan NATIONAL PROGRAMME MANAGER NSP

PRESENTATION OF THE ASSOCIATION

MADERA is an European non-profit organisation, based in France, which has been working in Afghanistan for more than 25 years, for rehabilitation and development of rural economies destroyed by war. Our programme aims at building capacities of rural communities and supporting local initiatives.

MADERA is active in many fields of rural economy: - Community development: support to local development projects; - Agricultural production: research and extension, support to producer groups, arboriculture; - Livestock: support to veterinary services, vaccinations, zootechnics extension work; - Handicraft: improvement of wool spinning techniques, support to handicraft producers’ associations; - Forestry: awareness raising and deforestation; - Civil engineering: road rehabilitation, building of health clinics or schools, irrigation and access to safe drinking water.

MADERA implements these activities in 5 provinces: 3 provinces in Eastern Afghanistan (Laghman, Kunar, Nuristan), 1 province in central Afghanistan (Wardak) and 1 province in Western Afghanistan (Ghor). Around 600 employees (including 10-15 expatriate staff) are based in 1 country direction office in Kabul, 1 regional office in Jalalabad, 1 liaison office (Peshawar), and 5 field offices (Behsud in Wardak, Taywara and Passaband in Ghor, Metherlam in Laghman and Salagh Bagh/Chaghasarai in Kunar).

MADERA, under the leadership of its Board of Administrators, wishes to focus its work on the following priorities: support communities towards autonomy, prioritise participatory approaches and foster the capacity building of Afghan staff.

BRIEF PRESENTATION OF THE PROJECT

In collaboration with the Ministry of Rural Rehabilitation and Development (MRRD), Madera is Facilitating Partner of Afghanistan's National Solidarity Program (NSP). NSP is a program which focuses on community empowerment, governance and institution building through the establishment of self-governing community-based organizations, Community Development Councils (CDCs). The program trains and supports CDCs to identify, plan, manage, monitor and evaluate their own reconstruction and development activities which are directly funded through block grants. Madera is currently implementing the program in four provinces.

The National Project Manager supports & ensures the well implementation of the NSP activities in the provinces of Laghman, Nuristan, Kunar, and Ghor. Under the supervision and guidance of Operations Director, the NSP National Programme Manager coordinates the work of national, provincial and districts teams involved in the implementation of the NSP according to Madera’s strategic orientations, the annual action plan and the used methodology. The National Programme Manager ensures opportunity to the teams to become self-sufficient through & to manage activities by themselves.

NATIONAL PROGRAMME MANAGER’s MAIN RESPONSIBILITIES

The PM NSP pays a particular attention to the following issues: Recruitment, training and capacity building and appraisal of MADERA’s NSP staff Define, update and improve MADERA’s NSP working procedures and methodologies Ensure the high quality implementation of the NSP program in both Eastern and Western regions Make sure that all conducted activities are in line with MADERA’s strategic guidelines Participation in various meetings in Kabul and regional level Ensure that communities are fully and actively participating in the Program Ensure the fully respect of gender equity High quality and on time reporting Identification of new sources of donors for the NSP Program Establish and maintain good quality internal and external partnerships

NATIONAL PROGRAMME MANAGER MAIN ACTIVITIES

Acting under the responsibility of the Operations Director, the National Program Manager of NSP:

Assisted by the Team Leaders (TL) and the Provincial Coordinators (PC) prepares the NSP’s annual, quarterly and monthly work plans and makes sure that the agreed work plans are implemented with possible best quality. Held’s regular coordination meetings with the teams to evaluate the progress made and the challenges ahead. Designs new tools and improves existing once in order to ensure a high quality implementation of the NSP. In addition, the PM ensures that all teams are being informed of the changes and updates brought in the Operations Manual of the NSP. Evaluates the staff needs in term of trainings Assists the direction with proposal writing

Implementation of the NSP activities in Laghman, Nuristan, Kunar, and Ghor provinces, the PM NSP: Provides annual, quarterly and monthly work plans enabling the provincial and district coordinators to plan and follow-up the work progress. Makes sure that the agreed objectives are achieved and the procedures are fully respected. Prepares and submits to the Operations Director any need in terms of recruitments, trainings and positions changes. Together with the Team Leaders and the Provincial Coordinators, prepares the Monthly Fund Request (MFR). Provides support to the provincial and district coordinators in resolving eventual problems.

Coordination and NSP teams’ management support Supports the NSP coordinators and coordinates with the PCs in the daily management of functional activities related to NSP implementation: administration, HR, teams organization, logistics, budget request and communication according to Madera’s procedures Attends, with the NSP coordinators (& PCs if needed), NSP coordination meetings at provincial level with the NSP partners (NSP and Provincial Representatives of the MRRD, others NGOs involved) in order to ensure an effective collaboration Attends monthly internal meetings in order to address the following issues: methodology, activities and training needs Attends the monthly Facilitating Partners meeting (Kabul) and NSP Representation toward NSP and other FPs. Manages the administrative relationships and contract follow up toward NSP/MRRD Kabul with the Grant Manager Technical coordination between Western and Eastern regions and coordinators (i.e. training, staff movement, approach standardization) Validation of the operational and technical options in coordination with coordinators, in regards to HR and Social aspects of the teams and program.

Human resources management & capacity building Trains and supports his/her deputy Supports the NSP coordinators and national staff in designing monthly action plans for both provincial and district staff Ensures the involvement of female staff & the coordination between men & female staff Supports the NSP coordinators (under the supervision of the PCs) to ensure an effective implementation of Madera’s procedures related to: employment, internal rules, security Supports the NSP coordinators (under the supervision of the PCs) in recruiting required national staff when needed Prepares and validates job description for the national staff Identifies the needs for team training, prepare training contents and workshops Ensures awareness & participation of the teams in the external proposed trainings (by NSP/MRRD)

Communication & reporting Collects and compiles from NSP coordinators the monthly and quarterly national status reports to be submitted to the NSP Management Support Team; and meets the deadlines for submitting reports Ensures the coordination of Madera’s NSP team with the NSP & MRRD representatives, as well as with provincial/district authorities Keeps informed on development stakeholders’ activities (other Madera’s sectors, NGOs, institutional representatives...) in order to bridge Madera’s activities with others Reports to the Operations Director on: NSP implementation, encountered problems and potential developments for Madera Ensures an effective communication within the NSP teams & with the PCs Ensures that the NSP teams have all the needed documents at national, provincial & district levels Transmits all issues discussed on the national level (FP meetings) to the provincial and district staff

PROFILE & QUALIFICATIONS REQUIRED

•University level education: 3rd cycle (MA) diploma (socio-economy, anthropology, rural development) or equivalent professional experience in the field of economics, political sciences, administration & finance •At least 2 years-experience in project management in development countries •Excellent written and spoken English skills •Excellent report writing as well as relational and communication skills •Based in Kabul with occasional travels to field offices when security conditions allow them •Knowledge of the NSP is an asset

EMPLOYMENT CONDITIONS Fixed term salary contract: 1 year Contract starting: February 2012 Job location: Kabul with frequent travels to the Eastern and Western regions Transportation, accommodation, social security (medical insurance), repatriation insurance costs covered by MADERA. Rest and Recreation benefits Remuneration: 26,400 € to 30,000 € annual, according to experience + distance allowance
