Egypt National Researcher

Project name: GLOR35 - Strengthening the Legal Regime against Terrorism.

Period of assignment/services (if applicable): 12 months starting 1 January 2012

SCOPE OF WORKS, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

Under the overall guidance of the Regional Representative for the Middle East, the direct supervision of the UNODC/TPB Regional Expert based in UNODC/ROMENA and in close cooperation with other UNODC staff, in particularly the Head of the Programme Coordination and Analysis Unit, the Researcher will provide specific national and regional legal expertise to UNODC/TPB concerning its ongoing activities in the MENA region implemented by ROMENA. In particular, the Researcher will provide legislative analysis of the counter terrorism and other relevant legislation of the countries in the region as well as contributing to following up on the activities undertaken by the TPB/UNODC in the countries of the region.

In order to increase ratifications of counter-terrorism treaties, improve national legislations in line with the universal legal requirement, and enhance capacity of criminal justice officials as well as functioning and effective mechanism for international cooperation in criminal matters related to terrorist offences. More specifically, the incumbent shall provide, upon request from the supervisor, specialized legal expertise to UNODC/TPB for the delivery of technical assistance in counter-terrorism to requesting countries in the Middle-East and North African region as well as in other regions through performing the following tasks:

  1. Conduct relevant researches to provide specialized legal expertise to UNODC/TPB in the field of counter-terrorism for the development, refinement, finalization and implementation of technical assistance strategies, substantive publications, tools and project activities on counter-terrorism;
  2. Collect all relevant enforced laws/draft laws related to countering-terrorism in the countries of the region as well as compiling research findings and recommendations adopted by the regional organizations concerned in the field of countering-terrorism;
  3. Contribute to the substantive and organizational preparation for and servicing of national, subregional and regional technical assistance workshops and seminars as outlined in the tentative 2012 workplan;
  4. Contribute to the development of the legislative data base which contains the legislation of all countries in the region;
  5. Update the contact details of the governmental bodies/agencies entrusted with preventing and combating terrorism in the countries of the region;
  6. Assist in translating and proof-reading, from French into Arabic, all the documents and substantive publication tools related to the delivery of technical assistance to the countries of the region.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:
• University degree in Law, Criminology, Political Science, International Relations or related field. • English is the working language in ROMENA. Fluency in both Arabic and French are required.

II. Years of Experience: • At least five years of relevant professional experience in the legal field at the national or international level. • Broad knowledge of international law, including overall crime prevention and criminal justice issues; familiarity with issues of counter-terrorism particularly related to the International Legal Instruments pertaining to terrorism, and familiarity with the UN activities in the field of counter-terrorism.

  1. Proposal/Letter of interest: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work

  2. Financial proposal The financial proposal must include the total requested lump sum amount for 12 months of work which will be remunerated in monthly installments. The lump sum must include all related costs for the assignment, including professional fees and insurances, and medical exam to be undertaken if age is above 62.

  3. Personal CV including past experience in similar projects and at least 3 references

  4. A completed P11 form
