Introduction

TI is the global civil society movement leading the fight against corruption. Through more than 90 national chapters worldwide, and an international Secretariat in Berlin, Germany (TI-S), TI raises awareness about the devastating impact of corruption and works with partners in government, the private sector and civil society to develop and implement effective measures to tackle it.

To increase understanding of awareness, and create space and leadership for anti-corruption reforms in the Middle East and North Africa, the TI MENA Programme is seeking to bring together governance/anti-corruption experts, and civil society stakeholders in a series of three high level regional conferences, scheduled to take place between June 2011 and February 2013.

Transparency International Secretariat (TI) in Berlin is inviting proposals from motivated Freelance Event Organisers to coordinate the organisation of these three conferences in the region.

Background

The MENA region has entered a new era where the public in these countries is calling for citizenship. They are reframing their relationship to their own governments, and at huge risk if need be. They want to be an active partner in designing new constitutions, laws and policy-making. The public in the MENA region is inherently aware that changing the way governments run their administrations and making governments more accountable are imperatives in improving the economic and social fabric of society.

Fighting corruption and promoting transparency are key elements in this equation. Corruption hinders institutional reforms and has a detrimental effect on the wellbeing of millions of people across the region.

Studies recently completed by TI demonstrate that reforms do not go far enough. One of the key challenges at this moment in time is to promote a cycle of reform demand and reform implementation, and ensure that relevant conditions are in place. Anti corruption activists need an analytical framework and tools with which to work, while there also needs to be strong political will from the side of the government.

The TI MENA Programme

This Programme focuses on Civil Society Organisation (CSO) empowerment, supporting the momentum that currently exists in the MENA region with the most relevant and successful TI services, tools and solutions and by so doing making a difference in the fight against corruption in this region five years from now.

In this process, TI will reach out to new partners while deepening its work with existing partners, providing them with additional tools to ensure that successes on the anti-corruption front are sustainable and replicable. More importantly, we will promote collaboration across the region so that our new partners can benefit from the experience and expertise of the more established Chapters.

Term of References of the Assignment

Overall Objective: The appointed Freelance Event Organiser has for overall objective the effective and successful organisation of three thematic regional conferences, planned in Jordan, Egypt and Tunisia.

Duration: The regional conferences are intended to take place in June 2012 in Jordan, in October 2012 in Tunisia, and in February 2013 in Egypt. The assignment shall be completed by 31 March 2013.

Scope: Each conference is expected to take place over two days, bringing together between 50 to 70 delegates each.

Guidance and Instruction: Working in cooperation with various people in the TI Secretariat, the appointed Freelance Event Organiser shall receive his/her instructions from the Regional Programme Manager on process and financial aspects of the assignment, and from the Regional Outreach Manager and Regional Coordinators on content and contextual aspects.

Cooperation: Working with a participative approach, the appointed Freelance Event Organiser shall extensively consult with the leadership and staff of the Chapter and Contact Groups based in the region.

Reporting: The appointed Freelance Event Organiser reports to the Regional Programme Manager based in Berlin.

Place of work: The assignment requires that the appointed Freelance Event Organiser travels to and spends extended period of time in the region and at the TI Secretariat in Berlin.

Approach: In conducting the assignment the appointed Freelance Event Organiser shall comply with TI’s values, principles, policies, guidelines and management systems.

Interventions: Supported by the Regional Coordinator in charge of the region in which the conference takes place and by one Programme Coordinator in charge of the TI MENA Programme, the Freelance Event Organiser shall carry out the following activities.

Profile & Consultancy Requirements

TI is inviting proposals with detailed costing based on daily rates. TI only welcomes proposals from experienced freelance event organisers with the following profile:

•Minimum of 5 years experience in event organisation/ management.
•Committed to the values of transparency and integrity.
•Demonstrable experience of working across culture.
•Experience in working with NGOs and Civil Society Organisations
•Experience in working in the Middle East and North Africa (a strong advantage).
•Spoken and written fluency in English; with demonstrated working knowledge in French and Arabic.
•Ability and willingness to travel at least 50% of the time.
