Afghanistan Policy and Planning Advisor

Average salary up to US$120,000/annum plus allowances based on relevant qualifications and work experiences

Organizational Context The Ministry of Finance of Islamic Republic of Afghanistan is responsible to mobilize revenue and manage government finances, support economic management and promote economic growth, manage public wealth, promote good governance and implement best public administration practices. State Owned Enterprises are 100% investment of the afghan Government owned by the Ministry of Finance which is responsible for proper management of them and has to develop transparent procedures to make sure best optimal utilization from the assets. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Finance, CTAP is now seeking to fill the position of a Policy and Planning Advisor to work in the Ministry’s State Owned Enterprise Department, under the management of DG of the Department. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development program within the Ministry of Finance, State Owned Enterprises Department Under the supervision of the Director General of SOEs, the successful candidate will provide technical advice, management support and technical inputs required to allow the SOE department to develop effective and efficient policies and to develop a comprehensive set of financial and economic analytical tools, along with adequate policy framework and strategies to make sure State Owned Enterprises and State Owned Corporations play an effective role in service delivery to the general public, while they are keeping in mind their final destiny which is to attract the interest of the private sector for the very activities they are in charge of developing. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

2.2 Duties and Responsibilities Working with the director general of SOE department as counterpart, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Policy advisor will: • Develop a 12 months action plan, within first 30 days of employment, present it to the DG for review and approval; meanwhile, a detail work plan will be developed within first 45 days and will also be presented to the DG for review and approval; • Develop a 5 – year strategic plan for the SOE Department with the intension to enhance the quality and quantity of the products and services by SOEs and SOCs and also attraction of the private sector in to it; • Review and revise, if it is required, the Privatization and Economic Restructuring Policy of SOEs and SOCs and present the revised version to the DG for review and approval; • Develop economic, commercial, financial and social indicators for the performances of SOEs and SOCs to enable the Department to assess the operation of the public enterprise based on these indicators and determine the viability; • Review the existing reporting approach and develop new reporting methodology to encompass all the operational, financial and socials aspect of SOEs and SOCs to give broader understanding to the SOE Department; • Provide assistance and comments to the Financial Supervision Unit of the SOE Department in the planning process of SOEs, as currently only financial planning is applied, but it should have all the operational, financial and social parameters and same would be reflected in the reporting methodology; • Provide on job and off the job trainings and capacity building programs regularly. The advisor will have one course (in terms of days that the duration of course could be different) in each quarter to the employees of SOE Department and other employees of SOEs and SOCs; • Carry out a comparative desk research on the organizational structure of the SOEs and SOCs and their respective role and position in the global activities and policies of the line ministries and the Islamic Republic of Afghanistan; • Provide assistance to educate all the SOEs and SOCs managements regarding the new policies and procedures and meanwhile will provide assistance on general public outreach program if it is required; • Any other task to be deemed by the DG of SOE Department.

2.3 Deliverables The deliverables of the policy and planning advisor are: • Implementation of action plan and work plan for revamping the policy and planning development and capacity building system of the department; • 5-year Strategic Plan for the SOE Department; • Revision of the Privatization and Economic Restructuring Policy;
• Develop economic, commercial, financial and social indicators; • Develop new reporting methodology from SOEs and SOCs to the SOE Department; • Develop training on and off job training package – 12 months and implementation of that package; • SOEs and SOCs’ management education regarding the new policies and public outreach programs • Annual implementation plan for the SOE policies

2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • master degree in policy development, organizational development, human resource development, business administration, public administration and other related subject • Having 5 to 7 years experience in policy, strategic plan development and capacity building • Having excellent command of English language and knowledge of local languages is an advantage • Having excellent command of common Microsoft Office programs • Having excellent communication and interpersonal experience • Having prior experience of working in a post conflict country

Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
