Agreement Manager/Sr. Agreement Manager

The National Democratic Institute (NDI) seeks an Agreement Manager/Senior Agreement Manager. The individual is a member of Program Coordination (PC), an administrative team that serves as the primary point of contact with donors on agreement-related issues; negotiates award terms and conditions with NDI's donors; manages the administration and coordination of the Institute's global funding mechanisms; reviews and edits proposals, reports and deliverables; provides training, tools and resources to staff on grants administration, donor rules and regulations, NDI policies and procedures, and project monitoring, evaluation and reporting; and maintains agreement documents and donor information accessible to staff in central files.

Donor Relations

Serves as NDI’s primary point of contact on grant-related matters with the National Endowment for Democracy (NED) from which the Institute receives an annual grant that funds approximately 25 projects as well as “special funds” grants:

  • Manages the processes for the compilation and submission of NED proposals, reports and annual planning document
  • Manages the NED program management and program development projects and budgets
  • Represents NDI at the NED’s informal proposal review sessions, at the NED Board meetings and in meetings with the core institutes
  • Reviews the NED award and negotiates award terms
  • Ensures compliance with grant terms and NED regulations
  • Works with program staff to prepare requests for reprogrammings, prior approvals and budget revisions, submits requests to the NED and tracks status until approved
  • Advises and conducts training for staff on NED regulations, procedures and requirements
  • Maintains good working relationships with counterparts at the NED and the core institutes

Serves as NDI’s primary point of contact with USAID (for direct awards) and non-US government donors on grants administration and compliance matters for assigned program team(s):

  • Negotiates award terms for agreements from USAID (direct awards) and from non-US government donors (e.g., foreign government embassies and aid agencies, such as DFID and Sida, and multilateral institutions, such as the UNDP and the World Bank) for assigned program team(s)
  • Ensures compliance with award terms and donor regulations
  • Represents NDI in discussions with USAID and non-US government donors on grants administration and compliance issues

Grants Administration

Serves as the Program Coordination liaison to assigned regional program team(s) for grant-related issues:

  • Reviews award documents and modifications for assigned program team(s), and prepares written communications to donors
  • Advises staff and conducts training for assigned program team(s) on donor regulations and internal NDI procedures
  • Provides ongoing guidance to program staff on daily project troubleshooting, including waiver, reprogramming, extension and prior approval requests, and on donor regulations and award requirements
  • In conjunction with other administrative teams (Accounting and Operations), monitors budget and logistical developments that affect projects and that require prior approval or award modification
  • Coordinates and interacts regularly with PC team members with other donor responsibilities (e.g., DOS) on assigned team(s)' grants administration-related issues
  • Conducts orientation for new staff of assigned program team(s) on the role of Program Coordination, the project life cycle and donor regulations
  • Coordinates and interacts regularly with other administrative teams (Accounting, Operations, Program Development and HR) on grants administration issues
  • Participates in weekly meetings of assigned team(s)

Editing

  • Reviews and edits proposals and reports for assigned program team(s) and ensures their timely submittal to the appropriate donor

General Responsibilities

  • Maintains grants administration database and program files (electronic and hard copy) for assigned projects
  • Coordinates and/or conducts training sessions for staff on proposal and report writing, donor regulations, monitoring and evaluation, NDI procedures and related grants administration topics
  • Participates in and contributes to weekly PC team meetings and regular meetings with NDI's president
  • Other duties as assigned

Experience Required

  • Bachelor’s degree required, preferably in International Affairs, Communications, Public Administration, Nonprofit Management, English, History or a related field; Master’s Degree preferred
  • Agreement Manager: Minimum of eight (8) years of experience in grants administration/management or proposal development for an international development organization, foundation or donor agency
  • Senior Agreement Manager: Minimum of ten (10) years of experience in grants administration/management or proposal development for an international development organization, foundation or donor agency
  • Strong editing and writing skills, with previous experience editing or writing proposals reports or other technical documents preferred
  • Working knowledge of U.S. federal regulations for assistance awards (i.e., OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228 and 22 CFR145), with experience managing/administering non-US government funded awards preferred
  • Working knowledge of proposal development, budgeting and project management, and monitoring and evaluation processes
  • Proven ability to prioritize tasks and to initiate follow-through with meticulous attention to detail and high level of accuracy
  • Excellent written and verbal communication skills, and fluency in English
  • Experience conducting training or making presentations on grants administration and compliance with donor regulations preferred
  • Demonstrated ability to negotiate and interact with donors in a professional manner
  • Demonstrated ability to work both independently and as a member of a team, show initiative, solve problems, handle multiple tasks simultaneously, remain calm under pressure, and relate well to and gain cooperation of staff at all levels
  • Excellent organizational and interpersonal skills
  • Working knowledge of PC-based word processing and other applications, including PowerPoint and Excel, and experience managing grants administration databases preferred
