Analyst – Household Economic Security Module

Overview: In line with the British Red Cross (BRC) Disaster Management Strategy, BRC is strengthening its disaster response capacity through the continued development of a roster of skilled and experienced delegates able to support and deliver quality and timely responses in economic security at the early stages of a disaster.

Purpose:
The Household Economic Security (HES) Roster is a global Federation tool managed by BRC launched in 2009. The module aims to provide a deployable and flexible disaster response in the early stages of a disaster through the deployment of HES delegates who have the technical and managerial skills to assess and respond to food/economic security/livelihoods needs in relief and early recovery. Since its inception in 2009, HES delegates have been deployed in a range of emergency contexts including Angola floods, Haiti Earthquake, Mongolian Dzud, Liberia refugee influx and the 2011 Horn of Africa food crisis. Deployments have largely involved conducting needs assessments to inform response analysis and design.

The HES roster aims to augment and integrate with existing Federation disaster response tools, processes and capacity. HES delegates work within the Federation structure and operations in disaster response contexts in the early stages of a disaster, so helping to strengthen links between relief and early recovery responses. In this respect, HES is an important addition to the Federations growing early recovery response work. In 2012 HES delegates with appropriate experience may also be considered for ICRC deployments.

Personnel The HES roster is comprised of a pool of experts with technical skills in economic/food security and livelihoods and the managerial skills for response implementation. HES modalities of response include cash transfers, food aid and livelihoods support for income generation, markets and primary production. HES takes a livelihoods and HEA approach to analysis and response design

The HES roster is made up of the following two delegate positions: 1. HES Analyst delegate – with the skills to assess needs, analyse the appropriateness of various response options and design effective timely responses.
2. HES Delegate – with the skills to support the planning, design and implementation of programmes with the objective of strengthening economic security.

Training All successful applicants will be required to attend a four day HES introduction training and learning event in May 2012 before joining the roster. This will take place on the following dates: • 1 day HES introduction training (14 May 2012) • 3 day HES learning workshop (15-17 May 2012)

HES applicants may also be required to attend an additional two day HES Assessment and Response Design Guidelines training on 18-19 May 2012, if deemed necessary at interview.

Further training requirements including personal security training will be determined in the recruitment process.

Roster - HES operates on a roster system to ensure the availability of personnel throughout the year.
- A minimum of one HES Analyst delegate and one HES delegate is on-call and available for deployment for each month of the year.
- HES delegates are required to be on-call for at least 1 month per year (on 50% of deployment salary if no other employment during the on-call month); however roster members may be encouraged to be on-call for more than one month per year. This additionally requires keeping the following month free to allow for the possibility for a 4 week deployment at the end of 1 month on call period. - When a HES deployment is requested, on-call delegates are expected to be deployable to the field within 24 hours. - If you are currently employed by the BRC you will need your manager’s permission to apply. - BRC require candidates to provide a minimum one-year commitment to the roster.
