Budget Management Officer, The Hague

Principal functions
Under the supervision of Head of Inspectorate Management Branch, the incumbent performs the following duties:

a) Budget Development and Implementation
̢ۢ Provides support in regard to elaboration and prioritization of resource requirements in programmatic and budgetary aspects; assists in the preparation of budget proposals, in terms of non-staff requirements;
̢ۢ Co-ordinates the delivery of budgetary and programmatic reports;
̢ۢ Recommends items of expenditure according to the yearly work programme and budget; actively monitors and reviews expenditure; prepares and coordinates reports to management, advising on corrective measures as necessary; regularly monitors expenditures to ensure effective utilization for the various line items for the Division;

b) Financial Administration
Oversees and coordinates the administrative activities of the Branch;
Reviews and controls member states reimbursement activities;
Maintains effective communication channels with permanent representatives;
Reviews all inspection related expenditure;
Serves as the main point of contact with regards to IPSAS implementation;
Assists the HIMB in the planning and implementation of the yearly inspectorate training plan.

c) General Administration
Advises and assists management and inspectors on administrative matters in conformity with OPCW staff rules and regulations;
Supervises the work of four (4) senior administrative staff;
Ensures that newly recruited inspectors integrate smoothly into the Organisation;
Serves as main point of contact for all administrative activities for the Branch and maintains close liaison with member states and permanent representatives;
Establishes and maintains clear and sound procedures and workflows for administrative processes consistent with administrative directives and financial regulations ;
Deputizes for the Head of Branch as required.

d) QDOCS Management

Overseeing the implementation of the Quality Assurance (QA)/Quality Control (QC) regime within the Inspectorate;
Ensuring and exercising effective Management control over the Secretariat's Quality System (QS) Documentation process;
Ensuring that security-related directives and guidelines are followed while coordinating information flow within the Inspectorate;
Maintaining records of all Inspectorate QS documents.

e) Performing other duties as required.
Knowledge and skills

Advanced university degree in Business Administration, Finance, Accounting, Management, Public Administration or related area; a first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree;

Proven conceptual, analytical and evaluative skills in analysing and interpreting operational and financial issues, formulating options, and proposing and implementing solutions;

Planning, organisational, coordination and problem-solving skills;

A complete, in-depth grasp of financial principals and practices with sound knowledge and command of budget development;

Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally;

Solid information technology skills including proficiency in Microsoft desktop package and sophisticated financial management information;

Knowledge and proven ability regarding Results-Based Budgeting (RBB) and UN financial procedures;

Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.
Experience

At least 5 years of progressively responsible experience in budgeting and financial management , preferably in an international organisation;

Experience in discussing and/or negotiating relevant financial/budgetary issues;

Experience in assisting with the development of methods and procedures, drafting directives and implementing technology supported improvements for performance reporting of organisation-wide programme deliverables;

Previous work experience in UN Common Systems would be an asset.
Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
