POSITION: Capacity Building Advisor REPORTS TO: Director, Capacity Building and Performance Improvement LOCATION: Arlington, VA

OVERALL RESPONSIBILITIES The Capacity Building Advisor provides technical expertise to CPM and its newest USAID-funded program, Systems for Improved Access to Pharmaceuticals and Services (SIAPS), in the areas of capacity building and training for performance improvement in the field of pharmaceutical management. He or she designs state of the art approaches and contributes to an overall strategy that reflects MSH's priorities and pharmaceutical management field realities. She or he advises SIAPS portfolio managers, technical advisors, and in-country teams on the development and implementation of capacity building and training activities, ensuring their adequate contribution to SIAPS results. He or she contributes to the conceptualization and dissemination of CPM approaches, courses, and products.

SPECIFIC RESPONSIBILITIES: 1. Provides technical assistance to core and country portfolio managers, technical advisors, and country staff on the conceptualization and development of pharmaceutical management capacity building and training activities at the global, regional and/or country level • Provides technical assistance in the development and implementation of country specific strategic plans aimed at improving the performance of individuals and organizations working in the pharmaceutical sector. • Provides technical assistance in the organization, development, implementation, and evaluation of pharmaceutical management training programs and activities (e.g., Training-of-Trainer programs, pre-service and in-service curriculum development, facilitation skills, presentation skills, etc.) and other capacity-building strategies. 2. Works closely with technical staff on training program/activity design and evaluation, specifically in relation to: • Assuring that training events are a coherent part of a larger performance improvement strategy and that they are designed and planned in a systematic way, respecting steps of situation analysis, needs assessment, decision to adopt a training strategy, curriculum development, materials development, administrative planning, implementation, follow-up, and evaluation. • Developing, implementing, and analyzing capacity building program outcome evaluations. 3. Develops, designs, modifies, and delivers curricula and instructional materials, working closely with MSH technical programs and staff • Develops instructor-led/classroom-based, distance learning/elearning, and blended-learning activities and programs 4. Oversees management and reporting systems for curriculum development and planning, organization, and implementation of training. 5. Performs other duties as assigned.

QUALIFICATIONS: 1. Graduate degree in education/training/ performance improvement or equivalent relevant experience required. Knowledge of modern concepts of capacity building, adult learning, performance improvement, and electronic learning/distance learning required. Coursework in instructional systems design preferred. 2. At least seven (7) years of experience in international public health, particularly in capacity building, performance improvement, and/or training required. Experience working in developing country settings required. 3. Experience in managing training activities and workshops (i.e., managing training logistics and preparing, developing, and utilizing training materials) required. Experience in developing training for pharmaceutical management systems preferred. 4. Excellent written and spoken communications skills in English required with additional competence in Spanish or French preferred. 5. Strong skills in using word processing, spreadsheet, database, and presentation software required (Microsoft Office applications preferred). Experience using web-based applications (email, browsing, and literature retrieval) required. Experience using learning management systems (e.g., Moodle) preferred.
6. Strong organizational skills required (i.e., demonstrated ability to adhere to the highest standards of production and file management; attention to detail and quality assurance, flexibility, and competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet competing deadlines) 7. Strong interpersonal skills—ability to interact professionally with culturally diverse staff and consultants required. 8. Ability to work both as part of a team and independently, to take initiative, and to use good judgment required. 9. Ability to travel internationally up to 30% time.
