Chief Financial Officer

Overview:

The Chief Financial Officer (CFO) directs the organization’s finance, compliance, risk management, budget, accounting, contract management and Jhpiego internal audit and internal control review functions. The CFO represents Jhpiego in collaboration with Johns Hopkins University in the functions for which the position is accountable. In support of Jhpiego program and technical awards, the CFO works closely and effectively with the Global Programs Office and other relevant departments and units in fostering effective collaboration and accountability with financial sponsors and program partners. The CFO also serves as a member of the Jhpiego Leadership; in this capacity the CFO contributes the overall and strategic effectiveness of the organization in fulfilling its mission. Based in Baltimore, Maryland, the Chief Financial Officer is the top financial position in Jhpiego and reports to the Chief Operating Officer.

Responsibilities:
  • Directs the current and long-term effectiveness related to accounting, budgetary and financial planning and controls, accounts receivable and accounts payable, cash management and disbursements, contract management, procurement, risk management and compliance.
  • Coordinates as required with relevant JHU entities, for example with the Office of the Controller.
  • Ensures that financial systems for planning, managing and reporting are efficient, user-friendly, and responsive to the requirements of Jhpiego and financial sponsors.
  • Directs the production and analysis of accurate financial data, estimates and forecasts and its analysis on a timely schedule.
  • Supervises the Director, Finance and Audit, Director, Program Finance and Senior Contract Administrator and two Field Operations Managers.
  • Oversees the maintenance of Jhpiego’s general ledger and related financial and administrative policies, procedures and systems, and ensure adherence to generally accepted accounting practices (GAAP), donor rules and regulations, and applicable tax laws
  • Provides financial expertise and direction regarding compliance to requirements specific to governmental, foundation and private sector mechanisms
  • Identifies and implements best practices for financial control
  • Directs the preparation of accurate and timely financial reports
  • Provides authoritative counsel on proper accounting principles and practices and ensure the implementation of any audit findings, and recommends training in areas of responsibility of the CFO for Jhpiego staff members worldwide.
  • Manages to attain high performance and usefulness of financial systems and reporting capabilities and focuses on improving both the ease of system use and the quality of financial reports available
  • Interprets and applies OMB, CFR and FAR cost principles
Required Qualifications:
  • Extensive experience managing USAID cooperative agreements, grants and contracts
  • 10+ years’ progressively responsible experience in international financial operations required
  • MBA required; CPA, CMA or CIA preferred
  • Experience should include high level financial leadership and strong financial management and project management skills
  • Demonstrated ability to work in a complex, high-performing organization, make timely strategic decisions and obtain effective buy-in from colleagues and staff
  • Proven management skills with successful track record of mentoring and staff development
  • Experience working or living in developing country preferred
