The Bridge Fund (TBF) of the Philanthropic Collaborative, Inc. (TPC)/Rockefeller Philanthropy Advisors (RPA) was established in 1996 to promote and support economic development, cultural heritage preservation and environmental conservation in Tibetan communities of China.

JOB DESCRIPTION

Position: Chief of Party Tibetan Communities in China Grant


Supervisor: Executive Director


Starting Salary: Commensurate with education & experience


Program Duration: The duration of TBF-USAID Cooperative Agreement is 10/2009-10/2014


Position Duration: The position is for two years-2012-2014.


Program Summary:

The Bridge Fund’s Program supported by USAID is designed to support sustainable economic development, cultural heritage preservation and environmental conservation in Tibetan areas of China. USAID funding supported a comprehensive, integrated development program in Tibetan areas of Gansu, Qinghai, Sichuan and Yunnan Provinces and the Tibet Autonomous Region (T.A.R.).

Position Summary: The Chief of Party (COP) for the remaining duration of the TBF-USAID cooperative agreement

The COP’s specific responsibilities will include: providing overall management, strategic direction, and leadership to the program, liaising with USAID to ensure that program operations are in compliance with USAID rules and regulations; supervising program staff; participating in project close-out activities, overseeing the development and review of annual work plans and budgets; overseeing the preparation of reports to meet USAID requirements; and leading technical efforts related to community development and early recovery.

Essential Job Functions: Utilizing exceptional interpersonal skills, the Chief of Party is responsible for the following:

PROGRAM MANAGEMENT

Under overall project management the Chief of Party:

Provides overall management support, vision, and technical direction for all project tasks and supervises consultant and subcontractor input.

Manages the development and execution of technical plans and procedures to achieve project tasks, objectives, and planned results.

Provides financial management and accountability of all project activities.

Supervises completion of timely and high-quality deliverables for cooperative agreement compliance.

Communicates with TBF/Washington to report on project progress and to coordinate program activities with TBF/Washington’s support.

In conjunction with the TBF/Washington support team, ensures that managerial, administrative and financial procedures comply with provisions of the Cooperative Agreement, USAID regulations, and TBF and RPA policies (per TBF and RPA’s procedures and manual)

In addition, the Chief of Party:

Oversees grants to reinforce technical assistance and direct NGOs towards successful, result-oriented activities, and ensures Grantee compliance with the financial & programmatic terms of their grant agreements including submission of Grantee deliverables.

Contracts and manages local individuals/organizations for identified tasks as appropriate according to USAID and TBF procedures in coordination with AED/Washington Contracts Office;

Oversees procurement of selected services according to USAID and TBF procedures in coordination with TBF/Washington Contracts Office.

FINANCIAL MANAGEMENT

The Chief of Party is responsible for the accurate preparation and timely delivery of financial information.

In particular, the Chief of Party:

Manages funds and approves expenditures in accordance with TBF and USAID procedures, cost principles, and regulations, following closely and in a timely fashion, the working budget of project funds.

Conducts all activities within the scope of the project budget.

Monitors and revises budget pipeline and conducts monthly reviews accounts to ensure accurate and timely reporting of finance deliverables.

Assures that cost share is obtained and properly accounted for.

LEADERSHIP

Provides the overall vision of the program.

Provides leadership in projecting a positive image of the program though the participation in meetings, conferences, and other opportunities conducive to publicizing and promoting the program’s achievements.

Manages and supervises staff effectively, fostering professional development of staff.

Creates good working relationships with USAID, other International players, NGOs, and leaders in different sectors.

Supports a positive working relationship with consultants and other agencies working in Sudan.

Effectively promotes TBF externally to other groups / donors / organizations.

Education: Masters in one of the following or related fields: Anthropology, Business Management, Community Development, Development Studies, Economics, Education, International Affairs, International Development, International Relations, International Studies or Sociology is required.

Experience: 8 year(s) of relevant experience required

Specific Knowledge Requirements:

Strong technical experience in one or all of the following: community development, civil society strengthening, improving livelihoods, environmental conservation and cultural preservation

Experience managing complex USAID-funded projects.

Knowledge and experience of Tibetan regions and China

Experience managing and supervising regional staff.

Experience with US Government regulations and requirements.

Tibetan and/or Chinese language skills.

Worked or lived in urban/rural communities with underserved populations and difficult operational and political environment.

Skills: Excellent writing and communication skills; proficiency in basic functions of Microsoft Word, Excel, Power Point.

Ability to set priorities and meet deadlines.

Ability to multi-task and demonstrate ability to respond to changing situations in a flexible manner in order to meet current needs.

Ability to work on a team of regional staff and consultants in the field, and the ability to mentor regional staff.

Solid interpersonal & negotiating skills.

Ability to develop innovative proposals in a proactive manner.

Strong programming, management and technical skills; solid decision making skills.

Additional Information:

The COP will oversee a staff of 22 including: Deputy Program Director/COP, Regional Program Directors and Program officers and consultants.

Must be willing to live in China full time and travel frequently on the Tibetan plateau to remote project sites where conditions are hard.

Position is based in Chengdu, China.
