Description:

  • Expressions of Interest (EOI) are invited by the Global Development Network (GDN) from reputed consultants (individual or institutional) for consulting services to undertake a comprehensive review of short listed innovative social development projects implemented in developing countries and transition economies. GDN is looking for consultants (individual or institutional) with experience in undertaking reviews of social development projects implemented in developing countries and short listing projects as well as assuming an advisory role in the final selection process.
  • The review services are required for the Global Development Awards and Medals Competition 2011, a competitive grants program administered by the Global Development Network (GDN). The Competition submissions that need to be reviewed following a due process are specifically for the Japanese Award for the Most Innovative Development Project, funded by the Government of Japan.
  • The details enlisting the assignment, the selection criteria, mode of submission of documents, enlargement of expression of interest are as given below. The applications for expressions of interest are to be submitted by 10 January 2012. GDN reserves the right to accept or reject any or all applications without assigning any reason.

Background

The Global Development Awards and Medals Competition is the largest annual international competition for research on development. Through this Competition, launched in 2000 with the support of the Government of Japan, the Global Development Network (GDN) seeks to unearth new talent and recognize innovative ideas. Nearly 7,200 researchers and development practitioners representing more than 100 countries throughout the developing world have participated to date. Over $2 million has been distributed in prizes and travel to finalists and winners. In 2010 alone, the Competition attracted 499 submissions. Finalists and winners have been selected through a rigorous process of review and selection panels comprising of experts and advisors.

Japanese Award for Most Innovative Development Project

The Japanese Award for Most Innovative Development Project carries grants of US$35,000 and all travel expenses to GDN’s annual conference. Two awards - one of US$30,000 plus travel and another of US $5,000 plus travel is granted for development projects that embody a fresh approach to an important development need and hold the greatest promise for benefiting the poor in developing and transition countries. The Competition is open to NGOs in developing or transition countries. The awarded projects encompass a high degree of innovation, social impact and the potential for broad application of the project in other countries. The funding for the Award is generously provided by the Ministry of Finance, Government of Japan. The first prize winner of the award is also eligible to apply for the Japan Social Development Fund grant of up to US$200,000. The review process for the applications has been a multi-stage process – reviewing applications on basis of criteria and site visits by local country offices to implementing sites of short listed projects. Three short listed proposals are invited as finalists to present at the GDN Annual Conference every year where the winners are declared by a selection committee.

The Assignment

The aim of this consultancy is to undertake a multi-stage review process of project proposals (submissions) for the Japanese Award for the Most Innovative Development Project. The proposals are for scaling up existing social development projects in developing countries. The Award is a category under the Global Development Awards and Medals Competition 2011. The number of applications generally received range from 150-200 per year. The submissions can be from any country in the developing or transition economies and relate to any of the social development themes such as education, health etc.

It is expected that the consultant will formulate and implement a comprehensive multi-stage review plan for short listing from 30 applications for the award following pre-defined review criteria. The review criteria should be consistent and applicable for all short listed submissions. More details on the award are available in Annexure 1.

Location: The review process can be conducted at the location of the selected consultant and might also be conducted at the location where the short listed proposals are being implemented.

Duration and timing: The assignment is proposed to start on 10 February 2012 and be carried out over a period of approximately 2 months. Timeliness is key in terms of turnaround in the multi-stage process. The names of the three finalists’ projects should be made available by 15th April 2012.

Budget: The budget available for the multi-stage review process including all costs and taxes is USD 18,000. This budget includes any travel that the consultant may propose.

Contents of Expressions of Interest

GDN invites both individuals and institutions capable of providing the consulting services to submit their Expression of Interest. It is desirable to have participation of professional skills in developing countries and to have a suitable mix of international, regional and local experience in any team being proposed or for any individual applying. All applying individuals or institutions must be independent and free from conflicts of interest in the responsibilities accorded to them. EOIs from individuals and institutions will be treated at par.

It is anticipated that the consultancy be led by a single individual or an institution, both with at least 5-6 years of experience in reviewing social development projects for grants.

In order to be considered as a potential consultant, interested parties should submit their Expression of Interest including the following information:

  1. Detailed background of the applying consultant
    1. For individual: submit comprehensive CVs together with any professional affiliation and demonstrate experience in conducting reviews of development projects in different developing countries in form of reports, etc.
    1. For institution: submit a brief note on the background and years in business of the institution, two year annual reports, experience in undertaking review process of social development projects in different developing countries and a list and CV of key team reviewers (if more than one) and list of operating country offices.
  1. A concept note (not more than 5 pages, one-sided) on how the multi-stage review process would be conducted.
  1. Details of review of social development projects handled/completed during the last three years.
  1. Three references for demonstrating qualifications for undertaking the review process.
  1. Contact information: full names and address, country, telephone and fax numbers, email addresses, website (if institution) of no more than 2 persons who have principal responsibility for the EOIs are to be provided.

The EOI and accompanying documents (which can be zipped and contain scanned documents) must be received by GDN at applications@gdn.int no later than 13 January 2012. Please mention ‘EOI – MIDP Review’ in the subject line of the email.

The EOIs received will be evaluated on each consultant’s (individual or institutional) experience and competence relevant to the assignment and a resulting shortlist will be established. From the shortlist, the consultant with the most appropriate qualifications will be contacted.
