Côte d'Ivoire Finance Manager
Job Title: Finance Manager Place of Work: Abidjan, Côte d’Ivoire Reports to: Finance Director
Function Purpose Under the direction of the Finance Director, to be responsible for financial management in the programme, to ensure the programme is delivered in a cost effective manner, meets standards of financial accountability and contractual obligations.
This post is for a period of two months.
Key accountabilities • To maintain oversight of the programme finances, including income and expenditure, balance sheet and cash flow positions.
Team training • Support the finance team, providing technical support and capacity building / training. • Develop a financial and accounting training programme and provide support to budget holders, finance staff and local partners if applicable. • Other duties as directed
Control Environment • To address key financial risk areas. • To review / develop, the plan for the monitoring and reporting of financial operations to include payroll and budget functions, & development of accounting systems and procedures • Support the Supervision of and the protection of the organization’s assets through internal control procedures, developing asset inventory systems and implementing fraud policy. • Actively engage in the reconciliation exercises between financial, Grants, logistics, procurement and HR records as part of the assurance mechanism related to humanitarian outputs. • Contribute to finance and senior management team meetings to review financial information, take minutes and follow up action points • Facilitate any external audits and audits conducted by the External Auditor, Internal Auditor and other headquarters personnel.
Budget Management: • Coordinate the preparation of the programme master budget to show funding requirements and ensure it is communicated regularly. • Assist in providing Financial Planning information in accordance with Save the Children Financial Planning Instructions &Guidelines, and by the specific deadline dates.
• Support the budget development for donor proposals and ensure all donor financial reporting requirements are met. • Ensure Budget information held in the accounting system is complete, accurate and updated regularly. • Supervise the monitoring of actual expenses against approved budgets and report on it to the financial director.
Accounting: • Ensure compliance with Save the Children accounting policies, Minimum Standards, Standard Operating procedures, accounting system modules and generally accepted accounting principles and that all deadlines and requirements set by HQ & Donors are met. • Ensure Save the Children is in compliance with all local laws (e.g. Tax, Labour Law, etc)
Others: • To coordinate closely with the logistics team to ensure there is good logistics support to the programmes and ensure there is full financial accountability throughout the purchasing system. • To coordinate closely with HR team to ensure robust payroll mechanisms are in place. • Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
