Position Reports To: MCHIP Chief of Party

Position Supervised: Admin and Logistic Staff

Location: Maputo, Mozambique

Director of Operations will provide overall operational and expertise and management to the Maternal and Child Health Integrated Program (MCHIP) project. The Director of Operations will also provide operational oversight to program implementation in all Provinces targeted by the project.

Responsibilities:
  • implemented in a timely manner at the national and provincial level
  • Oversee all operational aspects of the MCHIP project, including monitoring the budget, supervising project staff, and coordinating appropriate support and preparation for main training activities, travel (particularly international travel), and procurement to ensure successful implementation of project activities. The Director of Operations will directly supervise/coordinate all large procurement, renovation processes, and MOUs and local sub-agreements.
  • With the Chief of Party and Technical Director, develop and maintain excellent relationships with national and provincial-level Ministry of Health counterparts
  • Represent Jhpiego and the project in matters pertaining to the execution of program-related activities at the provincial level
  • Contribute to project planning, implementation and management, ensuring the project’s administrative and financial integrity
  • Manage human resource matters in collaboration with the Chief of Party, the Country Director, the HR Officer, and the Director of Global Human Resources.
  • Directly manage and oversee the work of the logistics, procurement, travel and vehicle management team supporting the MCHIP project
  • Ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations, as well as compliance with USAID rules and regulations
  • Supervise, mentor and motivate the administrative and logistic staff under MCHIP
  • Support the COP, M&E staff, team leaders and provincial coordinators to ensure M&E data is collected routinely and in a timely manner
  • Contribute to the development of timely, accurate and appropriate reporting of project activities and results to the Chief of Party, including progress and annual reports
  • Closely monitor provincial office activities, identify challenges and develop appropriate and sustainable solutions with guidance from the Chief of Party and program staff
  • Maintain productive and consistent communication with project and technical staff
Required Qualifications:
  • 5+ years of mid- to senior-level experience implementing and managing complex public health programs
  • Proven leadership skills and expertise in the management of health programs and program staff
  • Experience coordinating program activities across provinces
  • Demonstrated experience collaborating with in-country partners to implement program activities
  • Work experience in Mozambique and familiarity with maternal and neonatal health interventions
  • Excellent interpersonal, writing and oral presentation skills
  • Strong decision-making skills
  • Understanding of USAID regulations and compliance
  • Ability to communicate effectively and provide leadership to improve the efficiency of program operations
  • Fluent in written and spoken English; fluency in Portuguese or Spanish, Portuguese is preferred
  • Ability to travel nationally and internationally
  • A team player accustomed to building team capacity, delegating work to teams and developing communities of learning among host-country partners and counterparts
