PURPOSE OF THE JOB

To ensure that all the regulated entities in the Group is adequately capitalised from a regulatory and economic capital perspective above the Board approved target ratios over the forecast horizon of the Group (3 years). The incumbent will be responsible to report the capital adequacy position to the Board, Board Committees, Barclays and Executive Committee appointed forums. Further responsibilities include advisory services to Group Risk, Corporate Development and Group Finance.

RESPONSIBILITIES

  • Forecast regulatory and economic capital demand and supply across business units over the 3-year planning horizon
  • Assess if the capital adequacy position over the planning cycles on the En Value exceed the Board approved target capital adequacy ratio
  • Obtain input from Group Risk and Group Finance
  • Do a scenario analysis of the impact of capital management strategies and acquisitions on the capital adequacy and position of the Group
  • Report on the capital adequacy position to the Board, GRCMC (Group Risk and Capital Management Committee), CMC (Capital Management Committee) and the MRC (Market Risk Committee) as Capital Management has been identified
  • Report on the capital adequacy position to the Barclays Treasury Committee, GRCB (Global Retail and Commercial Bank) ALCO (Asset and Liability Committee) and GRCB Capital Committeeas Capital Management has been identified
  • Report on the RWA (Risk Weighted Assets) numbers to Barclays for the purposes of Barclays Flash reporting
  • Facilitate the relationships with the Rating Agencies, that is Fitch and Moodys (Fitch- first half of the year) and (Moodys- second half of the year)
  • Collate the responses from the Business Units and submit them to the Rating Agencies to undertake their annual review
  • Facilitate the relationships with the Rating Agencies by responding to the rating agency's follow-up queries
  • Advise on the capital implications of BEE structures and strategic acquisitions and impact of Basel II related queries
  • Advise on capital adequacy position matters such as dividend policy, performance management and incentive schemes and report the findings
  • Perform people management functions, including but not limited to

  • Review and update the departments organisation structure and role profiles regularly

  • Manage cost within approved budget
  • Ensure compliance to the Bank policies, legislation and regulations and that staff compliance training and attestations are in place

MINIMUM REQUIREMENTS

  • Honours degree related to Commerce or Science or equivalent NQF level 7 qualification or higher
  • Three (3) year experience in financial reporting, risk management or regulatory reporting
  • Proficient in MS Office (Word, Excel, PowerPoint and Outlook) and the Internet
  • No criminal record

PREFERRED REQUIREMENTS

  • Chartered Accountant (CA) (SA)
  • Exposure to Bank Regulations, Risk Management and financial reporting
  • Experience in capital management or capital markets
  • Preference will be given to South African Citizens and Permanent residents of South Africa in possession of proof of permanent resident status
