Emergency Preparedness Manager

The IRCs EPRU

The IRCs Emergency Preparedness and Response Unit (EPRU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EPRU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EPRU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. The EPRU is also charged with enhancing the IRCs global and country level emergency preparedness capacity, including maintaining the capacity to rapidly identify and deploy qualified personnel to respond ot emergency needs

SCOPE OF WORK:

The Emergency Preparedness Manager will contribute to enhancing and maintaining emergency preparedness at headquarters and field level. The EPM is responsible for developing and maintaining a roster of internal and external staff through which IRC management can identify and rapidly deploy the right people, with the right competencies, to emergency programs. The EPM will be a key contributor to the design, planning and delivery of training activities to build emergency staff capacity and promote common approaches and standards across all emergency responses. The EPM will be a key contributor to the process of measuring IRC country program emergency readiness and the formulation of emergency preparedness planning. The EPM will manage the deployment administration for roster and ERT staff.

The Emergency Preparedness Manager is a member of the Emergency Response and Preparedness Unit and reports to the Deputy Director EPRU. The incumbent will work closely with the Director of IRC Geneva (SURGE project) and NY HQ Human Resources and is expected to liaise with regional, technical unit and country offices on roster and training activities.

RESPONSIBILITIES:

Roster Development & Management • Establish the processes, procedures and testing mechanism to identify and approve staff selection as roster members in close collaboration and under the technical direction of the IRC Geneva Director. • Establish approaches and mechanisms to maintain staff and management enthusiasm and commitment to roster membership and deployments and enable tracking and updating of staff information • Engage with Technical Unit, Operating Unit Directors and Regional Units to promote ongoing referrals of candidates and mentoring of roster staff. • Support the development of a standardized compensation packages for internal roster staff in discussion with HR New York.

Preparedness Training Development and Implementation • Lead or assist in assessing needs, developing, and delivering training and orientations for roster, ERT staff and country emergency teams • Investigate, identify and recommend creative options for delivering emergency response and preparedness training • Ensure systematic monitoring of capacity building activities

Building IRC Country Program Emergency Preparedness • Support the Director of the EPRU and members of the ERT in the assessment of high-risk IRC Country program’s readiness to respond to rapid onset emergencies. • Support the development of Emergency Preparedness Planning (EPP) systems, and then provide support to IRC Country Program’s as they develop their own EPP.

Deployment Support & Administration • Support ERT staff and roster staff in deployments including facilitating visa and travel arrangements, • Maintain information and provide analysis of staff deployments • Ensure, or assist in, accurate and timely charging of salaries, provision and clearing of emergency deployment/program advances and reimbursement processing

REQUIREMENTS: • University degree in human resources, administration, international development or related field, Masters degree preferred, equivalent work experience will be considered • Prior experience working with humanitarian personnel, rosters, emergency programs and delivering training and facilitating workshops • Proven abilities in implementing new systems/processes including building support and consensus across departments and delivering on timelines • Excellent oral and written communications skills (English) , bilingual (French) advantageous • Previous experience in international humanitarian aid advantageous • Able and willing to undertake short-term international travel, sometimes to insecure environments,
