Watchlist Analyst

The IRCs EPRU

The IRCs Emergency Preparedness and Response Unit (EPRU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EPRU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EPRU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. The EPRU is also charged with enhancing the IRCs global and country level emergency preparedness capacity, including maintaining a Watchlist of high-risk countries.

SCOPE OF WORK:

The IRC Watchlist contains countries assessed to be of high risk for natural or manmade disasters and conflict. Consistent and systematic monitoring and analysis of the political, economic, development and security environments in the countries is required to inform decision making on entry to new countries or areas either in response to an emergency or as part of a strategic expansion. Background data and analysis is also used to inform teams before deployment to new countries and to provide information to support proposal development.

The Watchlist Analyst will be in charge of the maintenance and management of the IRC Watchlist. He/she reports to the Director EPRU. The incumbent will work closely with the Director New Countries Programs and will interact with Program Technical Unit Directors, Regional Units and other HQ staff involved in country risk assessment.

RESPONSIBILITIES: • Monitor political, security or natural hazard dynamics within countries measured as high risk to assess increases in humanitarian vulnerability and forced migration. • Utilizing key sources of data on a daily/weekly/monthly basis as applicable, identify and provide analysis of trends or significant changes to enable rapid assessments of country environments and inform decision making • Research new or alternate data sources and reporting formats, recommend changes that would enhance IRCs decision making and organizational preparedness • In collaboration with EPRU staff prepare detailed preparedness and contingency plans to support rapid entry into new countries, or the rapid expansion of emergency programming within existing IRC country programs. • Manage the Watchlist library/database • Prepare bi-weekly synopsis of status and developments in watchlist countries. As required draft briefings for the Director EPRU and senior and executive management staff. • Participate in EPRU workshops, annual and strategic planning exercises and relevant trainings. • As requested by the Director EPRU participate in external workshops/symposiums related to high priority countries

REQUIREMENTS: • Degree in International Politics, International Relations, or Violence and Conflict studies. Masters degree preferred • Proven abilities in researching, critically analyzing and consolidating data for presentation to management in both concise written and verbal form. • Superior English writing skills, bilingual (French) advantageous • Demonstrated abilities to meet deadlines, promote and maintain team cohesion and professional networks/connections • Previous experience in international humanitarian aid or development work a strong advantage
