To support its operations, UCA is seeking qualified candidates to fill the Finance Controller position. This position will be based in Bishkek, Kyrgyz Republic, and will report to the Director of Finance and Administration and will be co-responsible for overseeing Finance function of UCA.
Roles and Responsibilities
· Effectively oversee and manage finance function to ensure efficient and effective financial management, support and monitoring through the assigned personnel, structure and staffing;
· Coordinating preparation of annual / three year revolving budget and plan. Preparing cash-flow requirements and financial projections for 3 years revolving budget and 15 year strategic plan;
· Develop financial policies and procedures manual including process flow charts and relevant tools and forms;
· Coordinate audit schedule, prepare terms of references, financial statements and audit working schedules including for the special audits and certifications;
· Supervise processing of monthly payroll;
· Supervise general accounting and treasury functions;
· Effectively monitor and continuously improve accounting and reporting systems and processes and providing ongoing support to build the capacity in finance team;
· Conforming adherence to budgeted limits and ensuring that all payments are made for legitimate official purposes;
· Initiating various planning initiatives, cost reduction strategies and cost benefit analysis of various strategies;
· Reviewing and finalizing monthly and quarterly financial reports. Implement additional reports and reconciliations to ensure adequate degree of financial control and compliance with the financial policies and discipline;
· Develop and monitor project budgets funded through international agencies. Responsible for maintaining AKDN grant database;
· Orientation and training for finance staff and other non-financial staff including regular staff meetings;
· Undertake any other assignment given by the supervisor.

Requirements
  • Professional qualification, such as CA, CMA, CPA or equivalent professional qualification.
    They should ideally possess at least five years of relevant experience particularly in financial projections, budgeting, reporting and budget monitoring including the experience of working with geographically diversified units and construction project.
  • Proven supervisory and analytical skills; critical thinking and problem solving ability with proven service and customer orientation, as well as demonstrable ability to successfully develop capacity and team, preferably in Central Asian environment.
  • Proven ability to deliver high quality performance independently or in teams, in areas those are relevant to this job's details and have good interpersonal and communication skills and have the ability to work well under pressure and with short deadlines.
  • Previous experience of working in a CIS country together with proficiency in spoken and/or written Russian would be highly preferable.
