Governance and Stabilization Programs

RTI (Research Triangle Institute) International is an independent organization dedicated to conducting innovative, multidisciplinary research and programming that improves the human condition. With a worldwide staff of more than 4,000 people, RTI offers innovative research and development and a full spectrum of multidisciplinary services. Universities in North Carolina founded RTI in 1958 as a centerpiece of the Research Triangle Park. In anticipation of multiple donor supported programs to address the root causes of instability in fragile and conflict-affected countries and to build more responsible and accountable governments, RTI seeks to identify qualified and experienced international and national experts in a number of required areas of technical expertise for both long- and short-term assignments.

RTI INTERNATIONAL IS RECRUITING FOR THE FOLLOWING FUNCTIONAL EXPERTISE FOR UPCOMING PROJECTS IN CONFLICT/POST CONFLICT AFFLICTED AREAS.

• Institutional strengthening and training • Conflict mitigation and management (local and international) • Security and justice, with emphasis on GBV prevention • Civil and international military protocols for engagement in third party conflicts • Political processes, policy analysis, elections, transparency/accountability • Parliamentary strengthening • Media, strategic communications, polling, advocacy, public relations • Municipal finance, revenue generation • Service delivery (education, health, water and sanitation, and agriculture) • Civil society strengthening and community mobilization • Procurement reform • Land reform • Workforce development

Successful candidates in these fields will demonstrate at least 10 years experience in one or more functional areas of expertise including work on prior state and local government capacity-building programs. Geographic areas of focus include Afghanistan (incl. Helmand), Pakistan, Yemen, Sudan, Democratic Republic of Congo, Libya, Somalia, Liberia, Sierra Leone, Guinea, and Cote d’Ivoire. Successful candidates will be recognized experts in their field and have experience in conflict/post conflict settings. They will have extensive hands-on experience working within their field at the district and/or sub-county level of government with a variety of stakeholders, including technical staff, elected councilors, and NGOs. All positions require fluency in English. Additional French and Arabic language skills strongly preferred.
