Position Summary The PHC Coordinator must have the ability to manage, organize and support all aspects of the emergency PHC program including liaising with the communities where IMC will implement its program, Ministry of Health, other international and national agencies, and donors. The PHC coordinator is responsible for leading the health & nutrition team and providing technical support and capacity building of the team to successfully plan, implement and monitor International Medical Corps emergency PHC program activities in Yemen.

The PHC Coordinator will be responsible for ensuring that the IMC PHC programs are implemented in line with international humanitarian (sphere, WHO, UNFPA, UNICEF etc) standards and donor guidelines. The coordinator will also work closely with the IMC Yemen program operations to plan and manage outreach activities within the scope of the program of work. Additionally, the coordinator will provide input into proposal development and response strategies as required.

Primary Responsibilities of this position This position demands technical knowledge, management experience, and work experience in difficult circumstances and in conflict areas.

Program development and management

• Ensure that the implementation of the PHC programs conform to internationally accepted standards and country guidelines. • Provide technical support and supervision on health, nutrition and hygiene promotion activities. • Monitor program impact and ensure that program data is valid and relevant, and used to inform program development. • Provide guidance to staff implementing the International Medical Corps Yemen program on the integration of health, nutrition and WASH activities. Provide technical leadership and support for conducting baseline and coverage surveys, prepare reports and generate discussion within the health, nutrition, and WASH coordination forums for any issues which need to be addressed jointly. • Assist in compiling the PHC activities inputs to donor project reports and proposals.

Training and capacity building • Assess the training needs of MOH and other PHC staff including all health facility based staff in 12 PHCs and develop in-service training program to meet these needs. • Lead the planning and roll out of trainings for MOH counterparts implementing PHC programs, focusing on all aspects of community-based management of acute malnutrition (CMAM), IMCI and Community Midwifery refresher training. • Ensure the establishment and strengthening of all PHC monitoring activities and train health staff (IMC, MOH, and local NGO) in surveillance - case detection and referral mechanisms. • Support the senior IMC nutritionist in training health staff on surveys including nutrition and coverage surveys, causal analysis, and other assessments of nutritional status of target groups.

Coordination • Liaise, with the Ministry of Health, and other agencies (UNICEF, WHO, WFP, INGOs, and clusters) to ensure appropriate provision of service and use of resources • Keep the Country Director and the Yemen team informed of all PHC activities and any challenges that may arise • Report, accurately and in a appropriate time, all relevant PHC information required for the comprehensive development of the PHC program • Represent International Medical Corps in relevant technical meetings including, health and nutrition cluster meetings and MOH technical working groups.

Qualifications: • Bachelor’s degree in health or related field and 7+ years of relevant work experience (minimum 6 years in emergency response); or a master’s degree in health or related field and at least 5+ years of relevant work experience (minimum 4 years in emergency response); • Program development and management experience in a Humanitarian and/or emergency situation required; • Ability to train national staff on state of the art approaches to primary health care response in emergencies (basic health services, nutrition and hygiene promotion) • Demonstrated analytical and conceptual skills to plan projects, develop timetables for agreed activities and oversee staff activities; • Strong organizational and supervisory skills; • Possess excellent interpersonal skills and the ability to work within different cultural environments; • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines; • Ability to exercise sound judgment and make decisions independently; • Ability to relate to and motivate national staff effectively; • Creativity and the ability to work with limited resources; • Excellent decision making skills. Experience of proactively identifying and addressing issues; • Experience of establishing strong working relationships with colleagues from different functions and cultures; • Must work independently under difficult conditions; • Ability to analyze and interpret administrative reports, technical procedures, or governmental regulations; • Ability and willingness to travel to rural locations and live in sometimes basic conditions; • Previous experience working for an international NGO in developing countries required; • Previous experience in the Middle East desired; • Strong communication skills, with the ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government leaders and other donors.
