About the project

The primary purpose of the consultancy is to assist the Vanuatu Ministry of Education staff prepare, administer and evaluate a nationwide baseline survey for Early Childhood Education (ECE). The consultant will provide the overall direction for a national Kindi Baseline Survey. The consultant will ensure questionnaires are prepared, enumerators recruited and trained, data entered and reports produced and disseminated. They will also provide overall management of the project and ensure the baseline is completed with the full participation of stakeholders and in line with Save the Children’s research standards. The consultancy will commence in February 2012 and be implemented in 2 phases.

Skills/Experience Required

  1. Experience in education survey design - specifically in the area of early childhood education
  2. Experience designing and developing questionnaires in education
  3. Logistics management skills
  4. Abilities in managing a data gathering team
  5. Experience supporting data entry, cleaning and analysis
  6. Ability to write clearly and present data conclusions/ information for a variety of different audiences.
  7. Experience working in the Pacific in a Melanesian context
