Health Coordinator International Rescue Committee

The Bukavu-based Health Coordinator is responsible for leading a support program to 4 health zones in South Kivu province. The Health Coordinator is responsible for providing technical assistance to the Local Ministry of Health (MOH) management team in the health zones and supervises a limited number of IRC technical staff. He/She oversees the development, planning, implementation and evaluation of program activities designed together with the local MOH who will be implementing them with the technical assistance and logistics support of the IRC.

ESSENTIAL JOB FUNCTIONS: • Support IRC Primary Health Care activities to enable the delivery, through the local MOH, of a basic minimum package of services at all project sites according to the MOH’s and IRC’s objectives and strategies. • Provide technical assistance to local MOH counterparts in the planning, implementation and evaluation of the different components and activities of the program in a timely and professional manner. • Lead the implementation of a continuous quality improvement process to ensure the highest quality of services provided to the beneficiaries. • Collaborate with counterpart MOH staff for data collection, analysis and report writing on a regular basis in accordance to national HIS and relevant to IRC programs. • Manage program budget in a strategic manner to ensure an appropriate and efficient use of resources in South Kivu, in conjunction with the Health Director, Finance Controller, and the Deputy Director of Program. • Ensure that all the health projects implemented in South Kivu comply with donors and internal requirements, in particular in terms of reporting and procurement. This includes being responsible for high quality, timely and data-based monthly reports being submitted for each health project each month. • Conduct regular context analyses and contribute to developing medium and long-term strategies which will allow IRC to adapt its response to changing needs in the Health sector. • Lead the implementation of the performance evaluation process for DPS ( direct support) and at Health Zone level ( through the support of each Health Manager). • Facilitate the collaboration between health program and other program sectors working in IRC South Kivu. • Represent IRC in external meetings, e.g. health clusters organized at the provincial level. • Recruit and manage IRC health staff and ensure that support service departments (Finance, Logistics, Administration/HR) are well informed about the needs of the Health Programs.

This position reports directly to the Deputy Director of Program of South Kivu with technical support from the IRC DRC Health Director.

REQUIREMENTS: • Masters degree in Public Health, health services administration/management or similar related public health field; MD an advantage. • 3-6+ years experience in implementing and managing rural primary health programs at district/provincial level in developing countries (experience in African context preferred). • Experience in the provision of technical assistance in primary health care / health system management to MOH at provincial/district/county level. • Fluent in French and capable of writing technical reports in both English and French. • Strong management, project planning, organizational, interpersonal, and communication skills. • Ability to write clear and concise reports and project proposals. • Ability to work well in unstable security environments, and under intense administrative and programmatic pressures.

SPECIFIC SECURITY SITUATION/HOUSING The position is based in Bukavu (Sud Kivu), it is unaccompanied. Shared housing as appropriate and comfortable as the context allows will be provided. The Health Coordinator must be willing to travel regularly to support remote sites and to endure basic living conditions at field sites.
