A. Organizational Setting:

Under the direct supervision of the UNFPA Representative, the incumbent will be responsible for overseeing, planning and assisting with implementation of humanitarian-related projects. The incumbent will work in close collaboration with national authorities, humanitarian agencies (UN, NGOs and international NGOs) and civil society organizations to strengthen emergency preparedness and provide humanitarian assistance to populations during and/or post disasters. The incumbent will also work closely with UNFPA Asia Pacific Regional Office and Headquarters.

B. Specific Duties and Responsibilities:

Strategic support and Environment Scanning • Ensure constant scanning of the environment, providing an early warning information and assuring preparedness mechanisms in the country office for addressing timely response to emergency situations; • Identify and anticipate needs for technical and policy guidance and provide guidance and technical support to country office with regard to UNFPA’s role in humanitarian response; • Provide substantive, logistical and administrative assistance to country office in relation to UNFPA’s participation in emergency preparedness and relief efforts; • Support country office in the preparation of appeals for the CAP process, through networking with OCHA and other stakeholders at the country level; • Maintain continuous and close communication and provide swift follow-up and operational support to country office during emergency situations and act as the principal focal point for exchange of information during these situations between the CO, HQs and OCHA. • Co-ordinate closely with TD/RH Commodity Security Branch and Procurement Service Branch to ensure reproductive health commodity security and rapid deployment of supplies and support in emergency situations; • Contribute to the analysis and incorporation of ICPD issues into emergency preparedness, response and recovery approaches within the context of national and UN strategic planning and policy documents, including CCA, UNDAF, CPD and CPAP;

Coordination:

• Coordinate UNFPA’s emergency preparedness and humanitarian response activities in collaboration with relevant UNFPA programme officers/advisers and partners (such as clusters, inter-agency forums, government counterparts, UN agencies, international and local NGOs etc.);

• Represent UNFPA in meetings of Humanitarian Country Team Core Group and Humanitarian Country Team Forum and other related forums as appropriate and coordinate UNFPA’s humanitarian response activities with other agencies’ activities;

• In coordination with the UNFPA Assistant Representative, take a leading role in co-chairing the Sexual and Reproductive Health (SRH) Technical Working Group;

Technical Support and Capacity Building:

• Guide the process of planning, implementation, monitoring and evaluation of trainings on MISP (Minimum Initial Service Package) and reproductive health (RH) in emergencies for UNFPA and partners as well as humanitarian actors;

• Oversee and provide technical inputs to implementation of activities related to gender mainstreaming and women’s protection in emergencies;

• Lead the process of updating the UNFPA contingency/emergency preparedness plan; • Liaise with UNFPA Country Office staff and partners to plan, implement, monitor and evaluate humanitarian response programmes/initiatives;

• Work closely with UNFPA Country Office staff and partners to maintain consultations with governments, UN agencies, and concerned NGOs on UNFPA substantive matters on humanitarian issues and provide technical support as needed;

• Actively participate in the cluster/ technical working groups/sub-working groups, and provide technical support as relevant to UNFPA’s programming and humanitarian response;

Programme Planning, Implementation and Monitoring and Evaluation:

• Develop, implement, monitor and evaluate UNFPA’s humanitarian response programmes/initiatives;

• Prepare progress reports on UNFPA’s humanitarian response projects for donors and relevant UNFPA divisions in close collaboration with UNFPA Country Office team;

• Establish linkages and ensure integration of UNFPA’s humanitarian response activities/initiatives within UNFPA’s regular country programme activities;

Advocacy/Information-Sharing:

• In collaboration with UNFPA Advocacy Officer and other UNFPA Country Office staff as appropriate, prepare articles/human interest stories, press releases and other print and audio-visual materials on UNFPA’s humanitarian response activities and liaise with UNFPA’s Media Services Branch;

• Advocate on UNFPA’s work in humanitarian and donor community.

C. Results/Expected Output:

• UNFPA humanitarian response projects are well coordinated and implemented with relevant partners;

• Strengthened partnerships in humanitarian response (i.e. Standard Operating Procedures for UNFPA Myanmar developed, identification of implementing partners as well as their training needs);

• UNFPA more visible in humanitarian fora;

• Progress and monitoring reports completed;

• Contingency/emergency preparedness plan developed for the Country Office;

• Capacity of the Country Office and partners developed to continue work in humanitarian response activities.

F. Qualifications and Experience:

• Advanced degree in Public Health, International Relations, Political Science, Social Sciences or other relevant field; or combination of education and relevant experience in a related field; • 7 years of progressively responsible professional work of which a minimum of three years of managerial experience in humanitarian and relief operations, part of which should be at the international level; • Knowledge and understanding of UN humanitarian relief operations and procedures is essential; • Experience in reproductive and sexual health and/or gender-based violence especially in the context of emergency response is essential;
• Prior UN system experience, particularly in the humanitarian area, is an asset; • Familiarity of Myanmar is a strong asset; • Working knowledge of English is required. Proven English writing skills are required.
