Haiti AMBULANCE SERVICE DEVELOPMENT DELEGATE

Purpose of position:

The Ambulance Service Development Delegate under the supervision of the Head of National Society Development and the Chief of the Haitian Red Cross Society (HRCS) Ambulance service supports and assists the Haitian Red Cross to design, implement and manage an ambulance service.

The Haitian Red Cross has struggled for decades to provide a meaningful and sustainable ambulance service facilitating transport to targeted tertiary and primary care facilities. Numerous partner National Societies have provided financial and in-kind resources, often in the form of ambulances, but without the technical, logistical and managerial assistance needed to develop a sustainable service. To be successful at a minimum, the service needs to clarify the services it provides identify a client base, and develop a sustainable resource mobilization plan (such as user-fees) and staff it appropriately. Maintaining a fleet of ambulances will also require a logistics hub currently lacking within HRCS..

The embedded delegate for Ambulance Services is needed to help Haitian Red Cross think through these key questions and develop a service accordingly that can be sustained without continued external inputs.

Description of Duties:

Support and assist the Haitian Red Cross in:

  • Assess, with the NS, and evaluate available historical and actual data in respect of the HRCS ambulance/transport-related services. Such an analysis will help clarify the range and quality of services HRCS has in the past and is presently providing, with regard to target clientele, the mechanisms to maintain such services, cost recovery and capacities within HRCS.

  • From such an analysis of operational experience, with the NS explore and determine areas or strategic improvement and required operational good practice: this with the view of assisting the HRCS draw up and implement a Plan of Action that includes the following:-

  • Provides or secures capacity-building and technical support services for HRCS in an range of agreed areas ; this could include logistics, dispatch and vehicle maintenance; development and application of a certification programme for personnel in key emergency services

  • Creating and maintaining appropriate linkages with Haitian authorities at national, regional and local level to ensure ambulance/transport service protocols are aligned with MSPP and other relevant service providers

  • Design and implementation of a proper organigram for an ambulance service

  • Design, implementation and maintenance of controlled recording at all times of ambulance services in logbooks.

  • Design, implementation and maintenance of a controlled recording at all times of ambulance maintenance in logbooks and repair work orders.

  • Dispatch room design, implementation and maintenance to ensure monitoring of all 24hr emergency services.

  • Design, implementation and maintenance of a controlled recording at all times of all emergency calls made to HRC.

  • Design and implementation procedures and protocols for: Reception of emergency calls ; Dispatch of ambulances ; Cleaning and disinfection of units ;

Required Qualifications

Education:

Certified Emergency Medical Technician (EMT), Paramedic or similar - Preferred

Relevant qualification in transport management services - Preferred

Experience:

Volunteer and/or work experience at national and/or international level in the RC/RC

5 years experience in Emergency dispatch systems

5 Years experience in managing ambulance fleets

10 Years of professional experience as a EMT

Skills:

Self-supporting in computers (Windows, Spreadsheets, Data bases)

Ability to to pass on technical and management skills to counterparts

Skills in training and developing staff

Languages:

Advanced level of English, written and spoken

Advanced level of French, written and spoken
