Haiti SENIOR COMMUNITY DEVELOPMENT COORDINATOR

Eighteen months after the earthquake, the keynote of International Federation of the Red Cross / Red Crescent (IFRC) recovery programs is the implementation of an Integrated Neighbourhood Approach (INA). This is an holistic strategy which encourages integration of key programmes in targeted neighbourhoods. The goal is to increase access to sustained basic services and improved infrastructure through proven participatory techniques designed to increase community ownership. It is a broad strategy adopted by the membership in Haiti to facilitate the initiative of camp to community. IFRC will implement the INA through the integration and joint management of key services in targeted neighbourhoods. In addition to direct implementation of key services like shelter and housing, water and sanitation, livelihoods support, community health, infrastructure and risk reduction, IFRC will provide support services to the membership to enable them to meet INA related objectives.

Purpose of position:

The Senior Community Development Coordinator, under the direction of the Head of INA Dept will work in collaboration with the INA Construction Manager and core departments from the Haitian Red Cross such as Health, DPDRR and other departments as needed. This role is an integral part of the INA program requires cross-functional collaboration in the design, management, coordination and monitoring of community engagement programming to ensure INA program success.

Description of Duties:

Leads and manages a large and multi-sectored team of (Health, DPDRR, Hygiene Promotion and livelihoods along with cross-cutting themes such as violence prevention, HIV Awareness etc.) international and national staff in the implementation of the community mobilization strategy to ensure positive results are achieved in the application of the integrated neighbourhood approach.

Develops and manages the strategy, implementation and ensures real time monitoring and course correction; while further developing and implementing the community approach for the INA program.

Ensure the inclusion of the most vulnerable through the effective design and implemention of the process to identify, monitor and review vulnerable communities and assess their capacities, vulnerabilities with special attention to health messaging, DPDRR, gender, violence prevention, human rights and land rights (i.e. participation in relevant clusters, networking with human rights movements, forming working relationships with local authorities, etc).

Integral member of the INA Senior Management Team, tasked to critic prospective projects as a member of the 'Risk, Assessment and Management Team'.

Develop community mobilisation and facilitation mechanisms for community representation and involvement in planning and implementation, field assessments, data entry and analysis.

Oversee the development of of the Livelihoods program including, but not limited to the small, medium enterprises (SMEs) as part of the collaberative livelihoods approach.

Contributes to the development and upgrading of strategies and tools promoted by Geneva for the successful implementation of Strategy 2020 at which Community involvement and mobilization is at the heart.

Coordinate, mobilise and develop a community based team who can ensure the efficient accountable management and oversight of specific sites, while ensuring the application of a multi-sectorial approach to community development.

Ensure final achievement of outcomes/deliverables of the self sheltering solution program.

Provide direction and oversite to the development and management of a detailed beneficiary data base.

Responsible in the preparation and development of relevant, timely program reports; as well as in the preparation of concept notes, project proposals and budgets for new community development projects. Supporting resource mobilization for strategy expansion as required.

Ensure ongoing learnings and knowledge transfer through the design and implement of a monitoring and evaluation system with integrated application of a lessons learned strategy; and, through the development and production of field manuals/protocols.

Oversee the proposal description and development of the IFRC Livelihoods programmes.

Represent the IFRC and liaise with counterparts from PNS, external partners, such as clusters, UN agencies, NGO's in all matters relating to beneficiary identification & communication (INA related), camp decongestion programs and livelihood support.

Support, assist and advise the operating national society in: - Community-based assessments using polyvalent staff and volunteers - Appropriate methods and techniques to ensure accountability to beneficiaries - New and emerging community mobilizaiton and community management techniques based on INA lessons learned

Required Qualifications Education:

Advanced degree or diploma in relevant social sciences, economics, international studies or management field

Degree in relevant related field related to social science research methods and participatory approaches - Preferred

Experience:

A minimum of 10 years program experience in a similarly wide-ranging role

Minimum 5 years of previous overseas working experience in a managerial capacity within a multi-sector program with an International NGO

Minimum 5 years working with communities and a developing world context

Experience in monitoring and evaluation, in proposal development, budget preparation and report writing

Community based project management in various sectors (Health, DPDRR, Hygiene Promotion, livelihoods, etc.)

Skills:

Excellent communication skills, required

Technical knowledge and experience in the implementation of participatory methodologies and tools

Demonstrable knowledge of International Federation community based programs, guidelines, tools and methodologies.

Appropriate skills and experience in the capacity building and training of national staff

Self-supporting in computers (Windows, spreadsheets, word-processing)

Languages:

Advanced level of English, required

Advanced level of French, preferred
