Haiti HEAD OF THE INTEGRATED NEIGHBOURHOOD APPROACH

Eighteen months after the earthquake, the keynote of International Federation of the Red Cross / Red Crescent (IFRC) recovery programs is the implementation of an Integrated Neighbourhood Approach (INA). This is an holistic strategy which encourages integration of key programmes in targeted neighbourhoods. The goal is to increase access to sustained basic services and improved infrastructure through proven participatory techniques designed to increase community ownership. It is a broad strategy adopted by the membership in Haiti to facilitate the initiative of camp to community. IFRC will implement the INA through the integration and joint management of key services in targeted neighbourhoods. In addition to direct implementation of key services like shelter and housing, water and sanitation, livelihoods support, community health, infrastructure and risk reduction, IFRC will provide support services to the membership to enable them to meet INA related objectives.

Purpose of position:

The IFRC has developed the Integrated Neighbourhood Approach with its stated aim to work and to build resilience and improve living conditions within communities impacted by the January 12th Earthquake in 2010. The Head of INA will lead the IFRC recovery response with the urban environment and ensure that both the community coordinator and construction coordinator are working closely together to achieve the overall goals as set out by each community. The INA Head will lead the strategy development including identification of targeted neighbourhoods; the Head will oversee its implementation in order to best support the movement of populations from camps back to safer and more resilient communities; priority is also given to populations that remained behind in unsafe neighbourhoods rather than going to camps as these vulnerable populations are often overlooked given the more visible camp populations. The Head of INA is responsible for building, managing and maintaining an integrated team in Port au Prince and Leogane; lessons learned from this approach will need to be well documented and fed into IFRC strategies and tools at the Geneva level to inform future recovery operations.

Description of Duties:

Define the INA response and develop a strategy for selecting future communities in which to work in Port au Prince and Leogane.

Coordination and definition of the INA program including scope, timelines, budget, outcomes etc,

Initiate, plan, execute, monitor the INA program, ensure management tools & documentation systems are in place and design and implement the INA structure; ensure implementation is done in an integrated and coordinated way through shared planning, joint priorities and integrated activities;

Manage and remain accountable for large budgets between $10 and $100 million CHF.

Monitor, review and identify vulnerable populations and assess their capacities, vulnerabilities and needs including technical assessment.

Develop and manage budgets for the INA program, ensure cost control measures are in place

Coordinate INA response with all relevant PNS

Coordinate closely and regularly with the Head of National Society

Support and Knowledge Development regarding the involvement of HRCS in the community mobilization and software side of INA (DRM, hygiene promotion, CBHFA etc.)

Oversee DINEPA project manager work n respect of MOU for the implementation of decentralised water service unit by DINEPA.

Develop partnerships with PNS as well as other agencies in an effort to provide cost and time savings for the INA program.

Represent the IFRC and liaise with counterparts from PNS, external partners, such as clusters, UN agencies, NGO's in all matters relating to beneficiary identification & communication (INA related), camp decongestion programs and livelihood support.

Take initiative to raise funds for the INA program.

Manage direct line reports of the Community and Construction Coordinator as well as management oversight of Leogane Sub Office.

Work with both the Community & Construction Coordinator to develop national staff capacity..

Prepare monthly reports for the Head of Delegation.

Lateral relationships:

Ensure effective working relationships with National Society counterparts and leadership, Mayors, Municipalities as well as Ministry of Public Works and Infrastructure.

Ensure effective working relationships with technical and service departments at regional levels.

Ensure an effective working relationships with technical teams and service units and departments at zone and secretariat level.

Duties applicable to all staff:

•Actively work towards the achievement of the Secretariat's goals. •Abide by and work in accordance with the Red Cross Red Crescent principles. •Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required Qualifications :

Education:

Relevant advanced university degree (Master's or equivalent) in Social Sciences, Development or Construction related field

Further qualification in Management, Civil engineering or related field - Preferred

Experience:

Minimum 10 years in management of development and humanitarian projects

Minimum of 5 years management experience, including direct supervision of more than 10 people and the management of teams with more than 100 people

Demonstrable experience (minimum 3 years) in large humanitarian response in a complex situation, with proven ability to link humanitarian response to longer-term development goals

Minimum of 3 years high-level representation experience

Previous long-term missions in Haiti - strongly preferred

Minimum of 3 years experience managing construction programmes

Minimum of 5 years experience managing community based development programmes

Acquaint with International Federation policies, procedures and systems - strongly preferred

Volunteer and/or work experience at national and/or international level in the RC/RC - Preferred

Skills:

Proven analytical skills and ability to think strategically for programme design and to implement the approach.

High-level interpersonal, influencing and communications skills

An excellent understanding of participatory methodologies and tools and their application.

Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change

Appropriate skills and experience in the capacity building and training of national staff

Self-supporting in computers (Windows, spreadsheets, word-processing)

Languages:

English (fluency in written and verbal English)

French (fluency in written and verbal French)
