Haiti SENIOR CONSTRUCTION COORDINATOR

Eighteen months after the earthquake, the keynote of International Federation of the Red Cross / Red Crescent (IFRC) recovery programs is the implementation of an Integrated Neighbourhood Approach (INA). This is an holistic strategy which encourages integration of key programmes in targeted neighbourhoods. The goal is to increase access to sustained basic services and improved infrastructure through proven participatory techniques designed to increase community ownership. It is a broad strategy adopted by the membership in Haiti to facilitate the initiative of camp to community. IFRC will implement the INA through the integration and joint management of key services in targeted neighbourhoods. In addition to direct implementation of key services like shelter and housing, water and sanitation, livelihoods support, community health, infrastructure and risk reduction, IFRC will provide support services to the membership to enable them to meet INA related objectives.

Purpose of position:

The Senior Construction Coordinator, under the direction of the Head of Integrated Neighbourhood Approach (INA) will be responsible for quality and sustainable construction throughout the implementation of the INA strategy. The Senior Construction Coordinator will work in collaboration with the Senior Community Development Coordinator to ensure technical issues relating to proposed infrastructure, house repairs and new house construction are developed and reflect the needs for each community zone selected.

The Senior Construction Coordinator will develop and manage the technical team which will comprise of international and national staff. Additional duties will involve overseeing of all design and construct documents, successful implementation of a Quality Assurance system and working with management to further develop the INA strategy.

Description of Duties:

Leads and and manages a large team of experienced construction and engineering professionals through the implementation of the urban reconstruction strategy in coordination with the Senior Community Development Coordinator, ensuring the ultimate success for all technical hardware to be implemented and that international construction standards related to quality assurance are achieved and IFRC standards adhered to.

Integral member of the INA Senior Management Team, tasked to critic prospective projects as a member of the 'Risk, Assessment and Management Team'.

Responsible for the development of a successful pre-qualification analysis for contractors and partners and developing subcontracting strategies.

Effective assessments on time and cost claims based on the contract limitation and providing recommendations to the Head of INA as requested.

Implement standard terms of agreements or create special type contract agreements for various consultancy services that may be requested by INA Coordinators or Head of INA.

Oversee Project Manager Delegates to ensure quantity tracking and cost control applications are developed, implemented and regularly reported.

Assists and support project manager delegates to develop project controls in preparation of short-term schedules.

Work with project manager delegates to develop erection plans sequencing, supervision of contractors and other disciplines as required.

Represent technical staff in project meetings and internal meetings when required.

Coordinates construction plan, sequence with project planners, supervision, and other disciplines;

Manages and coordinates work activities of all Project managers and design team.

Responsible for assuring contractor conformance with safety requirements.

Report to the Head of INA on program progress through weekly and monthly reports as required.

Represent the IFRC and liaise with counterparts from PNS, external partners, such as clusters, UN agencies, NGO's in all matters relating to beneficiary identification & communication (INA related), camp decongestion programs and livelihood support, when required.

Required Qualifications

Education:

Minimum qualification: Bachelors Degree in Civil Engineering, Quantity Surveying or Architecture.

Further qualification: Post Graduate degrees in Civil Engineering, Project Management, Quantity Surveying, Architecture, Business Administration, International Relation - Preferred

Basic Delegates Training Course or equivalent knowledge - Preferred

Experience:

Minimum of 10 years experience in construction, including the planning, design, supervision and implementation of projects with a positive proven track record.

Minimum of 10 years experience of working for a humanitarian aid organization in a developing countries

Minimum of 5 years experience of working for the Red Cross / Red Crescent

Experience of planning and managing $10M plus budget - Preferred

Experience of managing & supporting staff

Experience of program planning and management

Experience of writing narrative reports

Skills:

Excellent communication skills

Facilitation skills

Understanding and skills in relation to facilitating institutional development and organizational change.

An excellent understanding of participatory methodologies and tools and their application. - Preferred

Planning and implementing training programs and human resource development; skills in participatory adult training and learning techniques

Self-supporting in computers (Windows, spreadsheets, word-processing and MS Project)

Languages:

Advanced level of English

Advanced level of French
