As mentioned above, given the concerns raised by these oversight bodies as well as the technical review of the overall IP Management Framework. “Differentiated Risk-based IP Management Approach” for enhancing Implementing Partner (IP) performance management and accountability will be adopted.

Management of IP related risks have both strategic and operational implications. However the related risks are not well understood, systematically defined, tracked and addressed in UNHCR. The development and application of a risk-based strategy requires cross-departmental collaboration and coordination to create a common understanding, definition of the approach and synchronisation of various aspects of IP Management processes. Its management would also contribute to the development of UNHCR’s Corporate Risk Management.

The diversity and number of stakeholders (internal UNHCR and external actors; IPs, OIOS, BOA, etc), the geographical scope and the breath of the management change pose challenges for ensuring coherency in IP management, while introducing the new approach. As also pointed out by BoA, structure fragmentation of IP management and oversight in UNHCR necessitates a centralised business owner and for IP Management and critical oversight. Sound governance and UNHCR executive sponsorship are paramount for the successful implementation of the proposed framework. Thus, IP Management Service with a cross-cutting mandate that transcends specific roles of divisions will be established for development and implementation of the proposed Framework and strategically manage efforts and coordinate activities regarding IP management.

The Service and post of the incumbent are not typical. The Service will be initially located in the Office of the Controller. It would have a lean structure that leverages the existing staff and competencies in relevant divisions/units at Hqs and be supported by external expertise

An experienced in programming, finance and risk management ( Senior Programme/ Risk Officer) is required to assist the Head of Service in developing the new framework, its tools and ensuring its applications. The Staff member will closely work with colleagues, particularly with the IP FCS in DFAM, PASS in DPSM, and IAU in DER, bureaus and other relevant units. The officer will oversee IP data management associate (GS6) and consultancies/experts.
