Hungary Chief of Section, Financial Control, P5

UNHCR is an international humanitarian organization operating in 126 countries with some 388 offices worldwide. Some 7,000 staff are directly employed with the Organization, which has an annual budget of more than $3 billion and annual expenditure nearing $2 billion. Approximately one third of the annual expenditure is disbursed on behalf of UNHCR by partner organizations.

Over recent years, the Organization has repositioned itself in the humanitarian sector and adapted its operating model accordingly. Results-based management and budgeting, as well as the implementation of International Public Sector Accounting Standards (IPSAS) are key projects currently being implemented. The Organization has also adopted a global management accountability framework and a decentralised operating model to achieve its global strategic goals.

Reporting to the Deputy Controller, the Financial Control Section is the authoritative section within UNHCR responsible for the financial management and control of UNHCR accounts. In particular, it is charged with monitoring adherence to UNHCR rules and procedures in financial transactions, providing guidance in the application of those rules and procedures and recommending changes to them, monitoring and reporting on the financial accounts and performance of UNHCR, and assisting with technical issues in the use of MSRP. The indicators of complexity include a large variety and volume of transactions, currencies and financial reports, as well as a significant degree of delegation for finalizing financial transactions, for coordinating the financial integration of dispersed offices and activities, and for producing statutory financial reports to the legislative bodies and auditors.

The Financial Control Section, based in UNHCR Budapest Service Centre, is headed by a Chief of Section (P5) reporting directly to the Deputy Controller (D1) based at HQ Geneva. The Section comprises of 32 positions. Within the existing supervisory management responsibility of the position, the incumbent will be responsible for direct supervision of seven positions (P4, P3 and national) that fall under his/her domain.
