International expert on eco-labeling of products and packaging

Proposals to integration of EU procedures and practices in ecological certification of products into Belarusian legislation made”:

Preparing proposals on the progressive approximation of Belarus legislation with the EU legislation in the area of ecological certification:

  • The project will perform a comparative analysis of the Belarus legislation against EU legislation in the area of criteria and procedures for ecological certification of production including ecological marking of packing. Based on the gaps revealed from the results of this analysis, the project will prepare a report on proposals for the harmonization of system of ecological certification of products and submit proposals as to progressive approximation of current national technical legal framework with relevant EU technical regulations. The report and proposed measures will be submitted to Ministry of natural resources and environmental protection of Belarus (MNREP) for subsequent development of necessary technical legal framework (TLF).

Organizing round tables on enhancement of the national TLF for ecological certification in Belarus.

  • The project will organize broad discussions with MNREP and other interested state, civil society stakeholders and non-governmental organization on legal and institutional framework for ecological certification in Belarus including ecological marking of packing. At least two roundtables will be organized to discuss proposals on improving TLF.

Drafting lacking technical regulations (or introducing changes and amendments in the current technical regulations) in the field of ecological certification in Belarus.

  • The project will assist the MNREP in drafting lacking technical regulations in the field of for ecological certification in Belarus and/or in drafting changes and amendments to be introduced in the current technical regulations.
    Organizing a training workshop concerning ecological certification in Belarus.

In cooperation with relevant NGOs and international experts the project will organize a training workshop for MNREP, other relevant republican and local governmental authorities and wider public on the issues of ecological certification in Belarus including ecological marking of packing to learn its implications and advantages. It is expected that this workshop will promote approximation of current Belarusian technical regulations and practices to those of the EU.

Duties and Responsibilities

The objective of the assignment is to analyze of European Union legislation and practice of eco-labeling of products and packaging and develop proposals on progressive approximation of Belarus requirements with the EU legislation in eco-labeling sphere.

Scope of work:
Stage 1. The analysis of European Union legislation and practice of eco-labeling of products and packaging (12 working days in December 15th, 2011 – March 30th, 2012 including two days of trip to Belarus):
1. Develop and provide (till 15th February 2012) UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification, programme officer) a report with analysis of European Union legislation and practice of eco-labeling of products and packaging that should include following information:
  • List of main EU documents that regulates eco-labeling of product’s (under request of project’s thematic consultant the expert should be ready to send the electronic versions of listed documents).
  • EU requirements to competent bodies relating eco-labeling of products.
  • EU criteria and procedure for development and revision of requirements for products eco-labeling.
  • Possible awards and fees for those entities (private, non-private sector) that follow eco-labeling conditions.
  • List of main EU documents (electronic versions if needed) that regulates eco-labeling of packaging (under request of project’s thematic consultant the expert should be ready to send the electronic versions of listed documents).
  • List of requirements used in EU countries for eco-labeling of packaging.
  • Examples (at least 5 positive and 5 negative) of practical experience of eco-labeling of packaging in EU.
  • Peculiar features of national eco-labeling schemes implementation (products and packaging) in the EU member States (“Der Blauer Engel”, “Der Grune Punkt” and other similar).
  • After revision in the UNDP the report will be submitted by the project’s thematic consultant to the National implementing agency (the Ministry of Environment of the Republic of Belarus – here and after MinEnv) for consideration.

2. Participate with the presentation on analysis of European Union legislation and practice of eco-labeling of products and packaging in the round table “Eco-labeling in Belarus and abroad” (presumably end of February – beginning of March 2012):

  • Develop the presentation (at least 20 slides) on analysis of European Union legislation and practice of eco-labeling of products and packaging for the round table and submit it for approval to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification) for consideration.
  • Revise presentation in accordance with given suggestions and comments (if necessary) and submit final version to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification).
  • Participate with the presentation in the round table “Eco-labeling in Belarus and abroad.
  • Answer the questions of the round table participants and take part in the discussion.

3. Revise report with analysis in accordance with given suggestions from the UNDP, national coordinator (MinEnv) and comments of round table participants (if necessary).

4. Submit (till March 20th, 2012) final report with analysis for approval to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification, programme officer). At the same time the report will be submitted by the project’s thematic consultant to the National implementing agency (MinEnv) for approval.

Stage 2. Preparation of proposals on progressive approximation of Belarus requirements with the EU legislation in eco-labeling of products and packaging (12 working days April 1st – August 1st, 2012 including two days of trip to Belarus)

1. In cooperation with the project’s thematic consultant and project’s national expertsdevelop and provide (till May 15th, 2012) the project(project manager, task coordinator on environmental awareness, thematic consultant on ecological certification, programme officer) report with proposals on progressive approximation of requirements in eco-labeling of products and packaging in Belarus and EU countries (at least 10 pages);

2. Participate with the presentation about Proposals in the round table “Improvement of eco-labeling system in Belarus” (presumably end of May – beginning of June 2012):

  • Develop presentation (at least 15 slides) and submit (till June 1st, 2012) it for approval to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification) for consideration.
  • Revise presentation in accordance with given suggestions and comments (if necessary) and submit final version to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification).
  • Participate with the presentation about Proposals in the round table “Improvement of eco-labeling system in Belarus”;
  • Participate in discussions and answer questions.

3. Revise the report with proposals in accordance with given suggestions from the UNDP, national coordinator (MinEnv) and comments of round table participants (if necessary).

4. Submit (till June 25th, 2012) final version of report with proposals to the UNDP (project manager, task coordinator on environmental awareness, thematic consultant on ecological certification, programme officer) for approval. At the same time the report will be submitted by the project’s thematic consultant to the National implementing agency (MinEnv) for approval.

Sequence of work, terms and conditions for provision of services:

This is a home-based position with 2 scheduled trips to Belarus. The Expert provides the analysis of European Union legislation and practice of eco-labeling of products and packaging, the proposals on progressive approximation of Belarus requirements with the EU legislation in eco-labeling sphere. The Expert takes part with presentations at two round tables. The Expert reports to project manager, task coordinator on environmental awareness, thematic consultant on ecological certification.

Competencies

  • Experience of participation in seminars or similar events devoted to eco-labeling or other related fields with presentations will be an asset;
  • Good level of written and spoken English
  • Good knowledge of Russian language is an asset.

Required Skills and Experience

  • Education:
    • University degree in environmental management, environmental regulations, civil or chemical engineering or other related field.
    • Advanced degree, Masters or PhD in Environmental Management, Environmental Regulations, Civil or Chemical Engineering or other related field.

    Experience:

    • Minimum 5 years of experience in realization of eco-labeling procedures in the European Union.
    • Experience in the development of legal documents concerning eco-labaling, certification or similar will be an asset.

    DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

    Interested individual expert must submit the following documents/information to demonstrate their qualifications:
    Proposal:
    • Cover letter explaining why individual expert is the most suitable for the work
    • Financial proposal – please fill in Annex II (Finance Proposal)
    • Personal CV including past experience in similar jobs (as per the scope of work) and at least 2 reference letters.

    FINANCIAL PROPOSAL
    Lump sum
    The financial proposal shall specify a total lump sum amount (upon completion of the entire contract). Payments are to be made upon completion of the duties in accordance with the schedule (please see ANNEX I – Terms of Reference for detailed info).
    Travel
    Travel costs are included into financial proposal and will be paid 10 days before the travel.
    EVALUATION
    Individual expert will be evaluated based on the following methodology:
    Cumulative analysis
    When using this weighted scoring method, the award of the contract should be made to the individual expert whose offer received the highest score out of a pre-determined set of weighted technical and financial criteria:
    Total score=Technical Score + Financial Score
    Example
    * Technical Criteria weight; [70%], maximum 700 points
    * Financial Criteria weight; [30%], maximum 300 points
    All the offers of individual expert who scored 490 (70% from 700) and more points during the desk review/interview are acceptable for financial evaluation. The lowest technically qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion according to the formula:
    P=Y*(L/Z), where
    P=points for the financial proposal being evaluated
    Y=maximum number of points for the financial proposal
    L=price of the lowest price proposal
    Z=price of the proposal being evaluated
