International Human Resources Officer (Washington, DC)

Summary

We seek a motivated professional to join a dynamic HR Team in our Washington, DC Office. The Human Resources Officer will play a key role in managing priorities, resolutions and leading process enhancements. The successful candidate will use their knowledge of Expatriate programs, HRIS and global benefits to support our US based and International Assignee (IA) employees.

Essential Duties and Responsibilities

Expatriate (International Assignee) Support • Responsible for managing IA full life cycle support in to include but not limited to: o Onboarding, employment agreements, relocation/TQLA/housing, lease agreements, offboarding/repatriation, approve and process allowance payments and reimbursements, • Prepare quarterly IA Newsletters informing IAs of any relevant updates/changes • Reviews IA Handbook and Housing Allowances on an annual basis and recommends changes as appropriate

HRIS • Act as Systems Administrator for HRIS including: o Manage the planning and execution of data migrations into HRIS o Administer HRIS security and system modules o Perform monthly audits of the HRIS databases o Develop and maintain end-user manuals and materials o Calculate monthly turnover metrics • Ensure team is using HRIS to full capacity and develop strategies to enhance effectiveness and efficiency • Responsible for data input into HRIS, including new hires (international assignees), updates and status changes • Coordinate activities between HRIS and payroll systems • Manage employee self-service portal including: educating employees, enhancing usability, etc.

Benefits • Work closely with Sr. HR Manager to administer and implement all US based and international assignee benefits programs, including annual open enrollment • Manage annual benefits compliance including: FSA NDT, 403(b) NDT, 5500s, SARs and Medicare Part D Notices • Serve as point of contact to US based and international assignee staff regarding employee questions relating to Foundation provided benefits: medical, dental, vision, flexible spending accounts, life, retirement savings plans, disability, leave and holidays • Conduct new employee orientations relating to benefit programs for staff • Develop communication strategies with employees to increase participation and enhance their understanding of benefit options in order to make educated decisions • Propose/recommend ongoing benefit reviews and plan changes. Work with Sr. HRM to implement. • Manage enrollment, changes and updates; and act as main point of contact for applicable vendor relationships • Manage COBRA administration for US based staff and expatriates • Responsible for all benefits related billing, correct discrepancies and process for timely payment

Required Qualifications

• Bachelor's degree in Human Resource Management or related field • Minimum of 2 years experience supporting an Expatriate program • Minimum of 4 years of relevant experience working in Human Resources • GPHR, CEBS, CBP certification preferred • Experience with Benefits, HRIS, and working in a global organization

Knowledge Skills and Abilities

• Requires prior knowledge of principles and practices of human resources • Prior experience with an HRIS database, ADP/HRB strongly preferred • Requires effective oral and written communication skills, excellent interpersonal skills, and computer literacy • Demonstrated ability to manage multiple projects • Excellent client relationship skills • Ability to work well within a culturally diverse environment • Knowledge of French or Portuguese is helpful
