Pakistan Research Officer

  1. BACKGROUND The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat of drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan requires the services of a national research officer to support research areas of the UNODC mandates in Pakistan with a focus on needs related to law enforcement and borders, criminal justice and public health.

  2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. Assignment objective: To complete background research, collect data and draft documents related to UNODC mandates as part of the team tasked with the development of a new Country Programme for Pakistan. The management of COPAK will be advised on identified needs and issues that UNODC should address.

Responsibilities and description: The incumbent will work closely with the Representative of the Country Office for Pakistan, Programme Development Officer, and the Afghan Opiate Trade Programme Manager (Vienna) to produce research work to guide and inform programming 3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The National Research Officer will undertake the following substantive duties and responsibilities:

  1. Conduct background research (including field interviews) on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.
  2. Collect data and information on law enforcement, borders and public health.
  3. Prepare regular updates about task completed or delivered.
  4. Advise the Country Programme Developer, COPAK colleagues including the UNODC Representative for Pakistan and Afghan Opiate Trade Programme Manager (Vienna) on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.
  5. Establish links and liaise with key stakeholders and relevant counterparts (policy-makers, media, law enforcement agencies, NGOs, international partners, others as relevant).
  6. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: • Master’s degree • Other II. Years of experience: 5 years Local consultancy III. Competencies: • A national professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus approximately 5 years of relevant research experience in Pakistan working on topics related to UNODC’s mandates. • Knowledge of the region’s political, socio-economic and cultural dynamics is required • Capacity to review documents and conduct interviews as part of background research. • Ability analyse needs and formulate draft recommendations on appropriate responses for colleagues and management. • Ability to produce concise and reports and presentations. • Excellent verbal and written communication skills in English. Working knowledge of Urdu would be an advantage. • Ability to work under pressure and to tight deadlines.

  12. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
