The Trans-Sahara Security Symposium (TSS) project, supporting the Trans-Sahara Counter Terrorism Partnership (TSCTP) and funded by the U.S. Department of Defense Counter-Narcoterrorism Technology Program Office (CNTPO), was created to counter the emergence of extremism in Trans-Saharan Africa. This objective is achieved by building the capacity of African military officers and civilian stakeholders to improve civil-military coordination and to implement pre- and post-conflict stabilization programs.

The TSS project delivers nine 5-day training programs each calendar year in Nigeria, Senegal, Mali, Ghana, and Mauritania. The Operations Manager (OM) is responsible for all operations including administration, logistics, procurement, budgeting, financial, and property oversight. The OM will work closely with the Project Manager to ensure that the TSS Team is able to achieve the above stated objective. The OM will ensure that program implementation is in accordance with Department of Defense regulations and procedures and the specifications determined in the Task Order.

Responsibilities:

Finance Management

Monitor the project’s funding streams while ensuring that DAI is compliant with Department of Defense regulations and procedures;
Supervise the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to CNTPO on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures;
Review and approve all project related expenditures and expense reports;
Present monthly financial updates to project team;
Track and manage level of effort expenditures and needs for the project, including the review of the monthly LOE report for DOD.

Procurement

Work with staff to ensure that all procurement processes are transparent, assuring fair and transparent procurement processes;
Assist in overall management and inventory record for all DOD property, including its allocation to individual personnel, safekeeping, and maintenance.
Advise in purchasing decisions for new equipment in compliance with contractual guidelines, FAR procedures, and DAI procedures, including review of bid comparison matrices. Where necessary, coordinate with DAI/Bethesda.
Review all procurement requests ensuring proper competition documentation.

Training Logistics

Manage logistics coordinator Responsible for maintaining participant records for each training Responsible for overseeing documentation of logistical training and PDSS AARs Supervise vendor relations Supervise DAI’s field presence in the areas of operations, administration, logistics, procurement, budgeting and financial accounting

Contracts

Provide oversight and approval on service contract agreements with vendors Work with DAI contracts representative to ensure DOD and client contractual compliance Review independent consultant agreements (ICAs) and provide final approval on ICA budgets.
Upload monthly reports to client database on the 1st of every month Prepare financial PMR reports on a monthly basis for client by the 1st of every month to be uploaded with monthly report

Other responsibilities

Coordinate with and manage project coordinator workload related to the TSS project.
Assist with other tasks as assigned by the Team Lead

Qualifications:

Minimum Master’s degree and 4-5 years experience working on donor-funded projects in a related role and with some demonstrated supervisory experience;
The candidate should be fluent in the Contractor’s and Department of Defense policies and procedures in regards to financial management, financial reporting, procurement processes, and systems;
Illustrated experiencing managing budgets, expenses and complex budget streams;
Willingness to travel to Africa is required;
Previous experience working on rapid transition programs in insecure environments is desirable; and French language fluency strongly preferred.
