Senior Advisor, Health Information Systems

Overview:

Sr. Advisor for Health Information Systems (HIS) will provide technical assistance and support at the central level of the MOH to facilitate implementation of the MOH’s HIS Strategic Plan (2011–2015) by fostering leadership and dissemination of HIS standards and guidelines, and helping bridge the gap between MOH health programs with vertical HIS systems.

Responsibilities:
  • Provide technical assistance to assist the MOH to coordinate implementation of the HIS Strategic Plan across vertical health programs
  • Provide technical expertise to the MOH in the development and dissemination of HIS standards and guidelines
  • Closely coordinate and communicate with different MOH units (including the Department for Studies, Planning and Statistics) and with the project’s Result One Team Leader and the Huambo Program Director
  • Collaborate with all stakeholders in the strengthening of the routine health information system (RHIS) and building of capacity in quality collection, analysis, dissemination and use of health information at the DPS, RMS and health facility levels for program planning and management
  • Assist the MOH in increasing the dissemination of information packaged appropriately for various stakeholder groups
Required Qualifications:
  • Advanced degree in public health, public administration, health administration, demography, statistics, epidemiology or related field
  • Doctoral degree is preferred
  • Demonstrated technical expertise in facilitation of HIS strengthening, including central level coordination and systems integration, and sub-national strengthening for quality collection, analysis, dissemination and use of health information
  • 5+ years experience in a developing country context is required
  • Demonstrated experience in strengthening human resources information systems preferred
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Experience developing successful, replicable and sustainable programs
  • Expertise in identifying best practices and adapting them to program realities
  • Strong team work and communication skills
