Senior Humanitarian Advisor (Maternity cover)

The purpose of the job is to enhance SCI’s operational readiness and response in line with Save the Children aims, ambitions and benchmarks for emergencies, especially through strong remote and on-site operations support, and through the development and deployment of robust frameworks, tools and standards for SCI preparedness and response.

KEY AREAS OF ACCOUNTABILITY:

Overall

• contributing to the development and delivery of international emergency programming in line with Save the Children mandate, strategy and theory of change

• contributing to building a new organisation – fit for the future and harnessing the extraordinary engagement, diversity, talent and commitment of our people

• taking shared responsibility for the strategic direction of emergencies under SCI including shared ownership in developing and delivering a comprehensive SCI humanitarian strategy,

• actively supporting and role modelling an organisational dual mandate culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors

Development, management and coordination, including

• leading the development, continuous improvement and deployment (ie through training and field operations) of SCI emergency SOPs (ESOPS) incorporating existing Member resources and tools, and taking a shared responsibility for the development and deployment of all other emergency preparedness and response frameworks, policies, tools and standards.

• providing strong operational backstopping to SCI emergencies – and Member led emergencies during the transition period – including deployment to CO or RO offices

• contributing to the development, implementation and management of a global early warning system, working closely with Regional and Head Office emergency staff

• initiating and coordinating initiatives to mainstream emergencies across Save the Children including working closely with other SCI functional departments and with members to embed dual mandate requirements in core systems, policies and procedures

• leading and/or facilitating emergency preparedness and response trainings as required

• coordinating organisational learning processes for emergency response, ensuring effectiveness and that strong links are made between lesson learning, M&E, SOPs and emergency preparedness

• taking a shared responsibility for ensuring all elements of emergency preparedness and response strategy are realized, including fundraising, communications, advocacy and links to other Global Initiatives are maintained, chairing or taking an active role in cross functional working groups as needed

• developing and maintaining good relations with Members, promoting and enhancing strong Member support for emergency preparedness and response, and supporting them as required in responding to emergencies in countries that have not yet transitioned under SCI management

• actively supporting a smooth transition to the new emergency management model under SCI, engaging with Members and supporting SCI staff at all levels to successfully introduce and implement this model including during emergencies as required

QUALIFICATIONS AND EXPERIENCE

• Strong emergency management track record including field operations experience in both complex and rapid onset emergencies

• Post-graduate qualifications or equivalent experience in humanitarian affairs, international relations, crisis management or a related discipline

• Proven track record in developing operational guidance tools and documents for emergency response ie Standard Operating Procedures

• Good knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management

• Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

• Good project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results.

• Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

• Models humanitarian best practices, and the leadership behaviours outlined in Save the Children’s key humanitarian guidance document

• Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
