INFORMATION MANAGEMENT OFFICER – GLOBAL WATER, SANITATION & HYGIENE CLUSTER (Rapid Response Team) GENEVA, SWITZERLAND

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

ACF-Spain is looking for is looking for an information management officer to join the Global WASH cluster rapid response team. The position is based in Geneva under a secondment arrangement with UNICEF, with frequent deployment to the field to support the efforts of the WASH cluster at country level in an emergency response.

OVERALL OBJECTIVE

1.Emergency deployment

The Rapid Response Team (RRT) members will be deployed within 48 hours in an emergency to support the WASH sector response in the very first days of any emergency response for which additional surge capacity is required. Information management officers will support the WASH cluster based response in Support to WASH Cluster Coordination and Information Management at national or sub-national levels. Emergency field deployments will normally be up to 6-8 weeks duration. Information Managers will support the response in the areas of:

  • Needs Assessment and Information analysis
  • Liaise with OCHA and other clusters to exchange and analysis relevant information
  • Development of standard operating procedures with the cluster partners for collecting and processing data to produce regular reports on sector needs, capacity, gaps and outputs and impacts of response
  • Monitoring of WASH Cluster performance and accountability

2.Global WASH Cluster – Geneva

The global WASH cluster strategy (2011-2015) reflects agreed priorities. The RRT member would play a key role in the advancement of, and support to, progress in these areas, including capacity building and promotion of the tools and approaches adopted by the collective. The allocation of specific roles and tasks will seek to match the person’s interests and skills with project requirements and will be agreed with the Global WASH Cluster Coordinator.

Up to 33% of the postholder’s time will be engaged in supporting cluster based Information Management capacity building strategy for national and international staff. This will include contributing to the refinement of internal procedures and tools to incorporate outputs from the global WASH cluster strategy and work plan, as they become available. It will also require the participation in training and providing technical support to on-going responses and preparedness activities in Country Offices.

CANDIDATE PROFILE:

  • Masters degree or relevant combination of qualifications and experience, in information management or associated disciplines, with experience in WASH preferred.
  • Significant experience in Information Management, humanitarian preparedness and response.
  • Experience with natural and complex political emergencies in diverse cultural and climatic settings
  • Experience in program monitoring and evaluation, including SPHERE standards.
  • Experience in liaison with a broad range of stakeholders including: international donors, UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities.
  • Excellent training, coaching and mentoring skills.
  • High level of analysis, presentation and communication skills.
  • English fluency and a second relevant language (i.e. French, Spanish, Arabic, Russian, Portuguese)

REQUIREMENTS:

For candidates who are not in Madrid the first interview will be through telephone. Face to face interviews to be held in Madrid. Travel costs are initially on account of candidates, they will be reimbursed just in case of successful applications.
