Membership Services Officer

HAP International is a partnership of humanitarian agencies dedicated to building a system of self-regulation based upon quality management and accountability principles, with a specific commitment to making humanitarian action accountable to its intended beneficiaries.

HAP is now seeking to recruit a Membership Services Officer for its Secretariat in Geneva.

Reporting to the Membership Services Coordinator this post is responsible for supporting the Membership Services team in providing services that enable members to meet their commitments to HAP. The Membership Services Officer will ensure the timely and effective delivery of HAP International’s support to member agencies, their partners and prospective members. Build capacity of HAP members, their partners and potential members to implement the HAP Standard, and to receive, manage and respond to complaints and allegations of staff misconduct with particular focus on allegations of sexual exploitation and abuse of beneficiaries.

Specific Responsibilities:

  1. Administration: • Review and maintain the training database; • Maintain tracking of services provided to members; • Assist in compiling donor reports in a timely manner; • Maintain knowledge management database and training materials; • Compile and finalise training modules; • Provide logistical support for workshops, liaise with agencies and make practical arrangements; • Prepare budgets for trainings; • Maintain track of financial data for the workshops and follow up on payments.

  2. Operations: Provide support to members: • Provide support to members in developing their accountability work plan and provide feedback on policy documents; • Assist in delivery of 2 training workshops per year; • Support the membership team in updating existing materials, development of the complaints handling resource kit and management of the website content; • Assist with the evaluation of the project’s impact, through regular communication with the organisations involved, collation and analysis of data to inform project progress against indicators; • Other relevant tasks as requested by the Membership Services Team.

  3. Integration: Provide advice and other practical support for the furtherance of HAP International’s other mandated and core functions: • Identification of good practices of accountability and quality management in humanitarian action specifically related to complaints handling; • Development of standards and indicators on complaints handling as part of the HAP International certification and accreditation systems; • Advocacy for the promotion of humanitarian accountability; • Reporting to donors and other stakeholders; • Strategic planning, work-planning and budgeting for the Secretariat; • Assist in developing and reporting upon the implementation of the HAP Membership Services work plan and elements of the HAP work plan related to complaints handling and investigations. This covers the development and marketing of support services and products, designed to assist members and prospective members to meet their HAP International membership commitments.

  4. Person Specification Essential • Humanitarian field experience – minimum of two years – that demonstrates a commitment to human dignity, accountability and the ability to apply the HAP International Accountability Principles or their equivalent. • Commitment to HAP International vision, mission and objectives, including advocacy, research, monitoring and certification. • Proven administrative skills. • Good Word Processing and Spreadsheets skills. • Experience of database and knowledge management. • Training and facilitation skills. • Excellent written and spoken English and one other UN language. • Proven teamwork skills. • Willingness to travel.

Preferred • Knowledge of humanitarian organizations • Working level fluency in other languages

Education and experience • Degree or vocational equivalent
