Purpose: Under the general guidance of the Chief, WASH Section and the methodological guidance of the Communication for Development (C4D) section the incumbent is responsible for the design, management, execution, monitoring and evaluation of strategies to a) raise the awareness in public opinion about the importance of sanitation, safe drinking water and hygiene, including Menstrual Hygiene Management (MHM), as a public health priority and b) to promote safe hygiene and sanitation practices at household and community level. The incumbent should work closely with the focal point of the Advocacy and Partnership section to explore most effective ways to achievements.
Major Duties & Responsibilities:
Under the methodological guidance of the C4D section and in collaboration with the Advocacy and Partnership Section and government programme officers, of the Department of Drinking Water and Sanitation (DDWS) facilitate the design and the implementation of communication plans of action for WASH as part of the Total Sanitation Campaign (TSC) and National Rural Drinking Water Supply Programme (NRDWSP) aiming at: (a) increased knowledge about the importance of sanitation, safe water and hygiene, (b) enhanced demand for quality WASH services; (c) promote hygiene behavior development/change at individual/household levels; (d) social mobilization of civil society organizations; and (e) community approaches towards total sanitation.
Coordinate the design and support the operationalisation of a menstrual hygiene social behavioural change communication strategy to break the taboo and to enhance life skills and menstrual hygiene behaviour among adolescent girls and women focusing on three districts in UP.
Coordinate and supervise the planned communication activities; monitor and evaluate activities on the basis of applied communication research and set objectives; undertake frequent visits to project sites to monitor implementation.
Disseminate communication research findings; document and ensure exchange of experience and new methods to government officials, programme staff and other UNICEF partners.
In coordination with the C4D and A&P focal points provide on-site technical guidance to State officers and government counterparts in the development and appropriate use of communication for increasing knowledge and social development aimed at both individual behaviour change and collective action to accelerate project implementation that targets key hygiene behaviours supporting child survival and adolescent health.
Provide technical inputs in developing, pretesting communication materials and the use of culturally-sensitive indigenous communication channels to reach vulnerable and excluded groups.
In collaboration with partners, organize/manage the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behaviour change where necessary. Develop and implement a system for regular monitoring WASH programme communication and community/ social mobilisation activities at national and state level.
Develop a knowledge management plan for WASH C4D best practices, studies and case studies for dissemination of evidence and advocacy in collaboration with C4D, Advocacy and Partnership and Social Policy teams.
In collaboration with C4D foster effective partnerships with government departments and agencies, civil society, international agencies resource institutions and the private sector engaged in water supply and sanitation and support on related advocacy activities. Mobilise partnerships to focus attention and leverage resources on changing social norms in sanitation, hygiene, water safety and demand.
Ensure close collaboration with other programme officers (in C4D, Advocacy and Social Policy, to Health, Nutrition, Education, Emergency, to exploit potential synergy across communication programme interventions and their impact on child survival and development.
In consultation with C4D organise and facilitate meetings, training sessions and workshops on behavioural communication, social marketing and other techniques that aim at changing mindsets, individual hygiene behaviour and collective action. Support programme sustainability by developing training materials and activities to build capacity in participatory and communication for development among government counterparts, at all levels, UNICEF as well as other partners and NGOs involved in UNICEF-assisted WASH projects.
Assist Section Chief in the preparation of and review of key documents, including RWP, donor proposals and reports, budget reviews and government reviews. Participate in WASH and C4D sector and inter-sectoral meetings and provide technical guidance on behaviour development contribute to donor reports and project proposals as needed
Provide guidance in strategic communication planning and WASH related behaviour change/community participation approaches in emergencies
QUALIFICATIONS AND COMPETENCIES required:
Advanced university degree in the social/behavioral sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
Eight (8) years progressively responsible work experience in the planning and management of social development programmes, including four (4) years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes. Specific WASH or public health experience in life skills education and peer-to-peer approaches preferred. Knowledge and/or experience of media production.
Fluency in English required. Knowledge of the local working language of the duty station will be an advantage.
