BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is the lead agency within the UN system for coordinating activities in the field of human settlement development. UN-Habitat helps governments and other partners to implement the Habitat and Pacific Urban Agendas, and works toward improving the lives of at least 100 million slum dwellers by the year 2020 through technical assistance to countries and cities in the areas of urban governance, housing, environment and climate change/disaster mitigation, post-conflict rehabilitation, urban safety, water management and poverty reduction.

The Pacific is experiencing some of the world’s fastest urban growth rates with some urban populations likely to double within 16 years, posing serious urbanisation challenges. As a result, UN-Habitat’s goal of providing adequate shelter for all, through the promotion of socially and environmentally sustainable communities, towns and cities is as important as ever.

In response UN- Habitat is supporting PICs to implement their responsibilities under the Pacific Urban Agenda of the Pacific Plan in partnership with various agencies, including UNESCAP’s Pacific Office, the Commonwealth Local Government Forum. Partnerships and networks (Pacific WASH Coalition, Pacific Humanitarian Protection Cluster Group, Pacific and the Oceanic members of the Habitat Partner University Initiative) through the following core programmes:
• Participatory Settlement Upgrading Programme (EU funded, operational in Fiji, PNG, Solomons), a 3-phased 5 year programme commencing with urban profiling that encourages participation from various stakeholders in urban decision-making to improve urban management and governance systems at regional, national, city and local levels.
• Cities and Climate Change Initiative (Norwegian funded, operational in Fiji, PNG, Samoa, Vanuatu), which enhances the adaptive capabilities and responsiveness of coastal communities and their local governments to the challenges of climate change, with a long term goal of supporting small island developing states to achieve sustainable urban development by incorporating climate change adaptation and mitigation strategies into their overall urban management and governance arrangements.
• Housing Policy Support Programme, providing technical assistance in response to member country request (UN-Habitat core funded, operational in Fiji, Solomons, Vanuatu) for assistance in the development of housing and urbanisation policies, and their subsequent implementation through City Development Strategies and Settlements Upgrading Programmes (CDS/SUP)
In recognition of the above, and in an effort to strengthen UN-Habitat’s capacity to up-scale its outreach and capacity to respond to an increasing number of requests for its technical support, the “Cities Alliance”, a global coalition of cities and their development partners committed to scaling up successful approaches to poverty reduction, recently approved funding for 2 Country CDS/SUPs (PNG and Samoa) and one Regional Institutional Strengthening and Knowledge Management support projects. As a result, UN-Habitat is looking for the service of a Regional Programme Manager to be based in its Suva, Fiji Office, hosted by ESCAP.

RESPONSIBILITIES
Within the framework of UN-Habitat’s work programme, policies and procedures and under the overall supervision of a Human Settlements Officer in ROAP-Fukuoka and day to day guidance of the Pacific Programme Manager, the CA Regional Programme Manager will provide high quality professional urban/shelter management and climate change related expertise, including associated administrative, financial, human resource and logistics issues to perform the following duties:

(A) Implementation and Coordination:
• Set up and support the regional project management structure.
• Coordinate project start-up activities, preparing work-plans and budgets, a participatory M&E plan and support system, mobilise partners, draft MoUs and finalise the same through an Inception Workshop
• Develop and implement the Regional Needs Assessment and Analysis and preparation of the Regional Capacity-Development/Institutional Strengthening and Knowledge Management Framework Plans
• Liaise with regional implementation partners, country focal points (Samoa, PNG, and interested new ones supported through PSUP Phase 2 support) and their teams to strengthen partnerships, peer exchange and coordination functions
• Supervise the compliance of the project activities with the objectives, strategy and activities of the programme document.
• Ensure efficient/timely implementation of all Cities Alliance and related project, including their dissemination for wider regional policy learning and replication – including resource mobilisation to sustain implementation support to the PUA
• Support ROAP in keeping CA co-sponsors briefed on project implementation progress to demonstrate coherence of development partners efforts

(B) Facilitate Pacific Regional CCCI Activities under UN-Habitat’s Asia/Pacific Regional Climate Change Strategy.
• Act as focal point, coordinating with relevant government, non-government agencies, development partners, disseminating information etc.
• Strengthen ROAP-Fukuoka’s Pacific regional visibility through the documentation and sharing of good practices through regional and sub-regional workshops and conferences
• Take specific responsibility for the national replication of CCCI and its achievements in Fiji, linking to support of PSUP Phase 2 activities
• Oversee the climate change component of Samoa’s City Development Strategy, support CCCI-Vanuatu/Solomon (and any other country) activities
• Monitor activities, outputs and ensuring links between the CCCI-Pacific initiative, PSUP Fiji, and the CA regional and country proposals are maintained and benefits maximised.
• Support documentation of (good) practices and the synthesis of lessons learned – contributing to the regional CA urban knowledge framework

(C) Management
• Assist with recruitment/procurement using CA funds
• Manage staff, consultants and advisers assigned to the programmes
• Facilitate documentation of practice and oversee reporting

(D) Reporting, Monitoring and General Administration
• Ensure the visibility of programmes and development partners contributions
• Support for the organisation of meetings, workshops etc.
• Implementing any new policy/procedural regulations as may be communicated by UN-Habitat Headquarters, ROAP and UNON;
• Undertake any additional activities deemed appropriate to achieve the Cities Alliance and CCCI defined outputs.

QUALIFICATIONS
Education
Candidates should have a post-graduate degree in the field of urban planning, architecture, environmental management, public/city/business administration, or other relevant fields with experience of urban development work in or with the public sector, non-governmental sector or international organizations. Experience in urban community-based development initiatives and the UN system is an added advantage.

Work Experience
At least five (5) years of relevant urban/city management work experience, with preference to those with previous UN-Habitat and/or UN experience. A diverse background in urban project management is preferred.

Language
Excellent spoken and written English is necessary.

Other skills
Experience in UN projects and programmes. Knowledge of UN rules and regulations and procedures related to country level project implementation will be an advantage. Ability to work under pressure against deadlines and to work efficiently in a multi-national team with different cultural backgrounds. Excellent interpersonal skills and cross- cultural awareness. Ability to work with minimum supervision, with efficiency, competence, and integrity. Computer literacy in MS Word and Excel required.
