Job Purpose
The role holder is responsible for the efficient provision of HR service to employees and external providers covering the range of HR services
  • Develop the Barclays Seychelles Health and Safety (H & S) strategic framework
  • Co-ordinate the development of Barclays Seychelles H & S policies, procedures and standards
  • Provide operational technical support in H & S to the Barclays Seychelles teams, i.e. Property, HR, Risk and Legal.
  • Ensure adherence of HR BAU activities to agreed Barclays Africa HR policies, governance controls, standards and processes including SARBOX and Basel II.
  • To take full responsibility for the successful delivery of assessment and remediation interventions in support of the strategic and operational HR Governance agenda.
Main Accountabilities
Health
  • Inspects and makes sure that proper cleaning activities are undertaken to prevent infestations of insects
  • Ensures that effective cleaning of washrooms is undertaken and that regular deep cleaning of sanitary ware is undertaken.
  • Makes sure that all harmful chemicals and substances are properly stored and that data sheets complete with first aid treatment requirements are kept for all hazardous substances.
  • Makes sure that all ventilation systems and filters are routinely cleaned and maintained.
  • Makes sure that where dangerous substances are present or work is conducted in dusty environments appropriate PPE (personal protection equipment) is provided and worn.
  • Ensures that all people working in or around such operations are properly trained in the procedures and are aware of any dangers.
Safety
  • Regularly inspect all premises that accommodate colleagues, where business is transacted or the pubic have access to ensure there are no unsafe conditions.
  • To speedily ensure that all unsafe situations are rectified.
  • To conduct safety, health and environmental awareness training to all colleagues.
  • Ensure that properly trained first aid personnel are in attendance during normal working hours. The number must comply with local legislation but must never be less than 1 per 100 person (or part thereof) present at any given time.
  • Ensure that a properly stocked first aid box is present at all locations.
  • Ensure that properly trained fire fighting personnel are in attendance during normal working hours. There is no prescribed number. The layout or the premises, numbers of people present at any given time must be referred to in determining the number of fire fighters required.
  • By inspection makes sure that all fire fighting equipment is correctly stored, is easily accessible and is regularly serviced by accredited contractors.
  • Maintains a register of all trained fire fighters and fires aiders by location.
  • Ensures mandatory re-training takes place as required by legislation.
  • Manages the SHE management structure to ensure that all required officials and appointments are in place for all location.
  • Ensures that all premises meet local legal requirement and have valid occupation certificates issued by the local municipal council.
Governance
  • Lead and direct the development of remediation plans that will support the enhancement of HR policies, procedures and operational activities
  • Alignment of all HR functional activities to be SARBOX compliant through embedding the HR processes and operating procedures within BBM
  • Ensure that all tasks are carried out comply with HR operational practices, policies, guidelines, frameworks and standard operating procedures
  • Provide regular progress reports and program plans to the Country Head HR Operations and Governance, BA Head of Governance and other relevant stakeholders
  • Implement the country audit plan governance frameworks and ensure adherence
  • Acting as the interface with Barclays Internal Audit and Operational Risk Management teams on a range of governance requirements including SARBOX audits, attestation and control issues arising.
  • Responsible for the overall integrity and coherence of HR governance programs and initiatives

Qualifications

Technical Skills and Competencies
  • Proven HR assessment and audit skills
  • Process design and process mapping capability
  • Understanding of SARBOX and its critical impact on the HR function
  • Innovative problem solving - ability to challenge the status quo and drive change in behaviours, HR process and instill a culture of governance adherence.
  • Highly developed influencing and communication skills with the ability to demonstrate a range of styles and techniques in leadership and communications, including coaching and mentoring.
