The Tajikistan Water Supply & Sanitation (TajWSS) project has been established to address an identified lack of overarching policy framework, of coordination and structured cooperation in this sub-sector. The project incorporates the following elements - Policy Development - Tajik Network on Sustainable Rural Water Supply and Sanitation - Building Capacity of local authorities and water service providers in target districts - Water funds The project is funded by the Swiss Agency for Development and Cooperation.

Your role

To contribute to the development and implementation of the legal and institutional framework of water supply & sanitation services adopted by the Government of Tajikistan, setting up a structure (state and none state) that has responsibility for operation and maintenance of rural water and sanitation facilities, establishing and functioning effectively water trust fund.

Dimensions:

• Coordination of and delivery of agreed plans or strategies. Some strategic input. • Representation in coordination meetings and some external relationships • Impact and influence is mostly within their own team but sometimes also in other parts of their department and/or external public. • Usually plans and manages sub-unit resources, not usually over broad spectrum of programs or geographies. Specific competencies and skills required • Help shape local level objectives in a specific team • Often working as part of a management team within a larger program unit. • Providing specialist advice or specific skills to team. • Plans/objectives contribute to departmental/broader program strategy and can involve collaboration with other departments. • Management tasks are complex and non-routine within a specialised unit/function. • Requires the ability to analyse and communicate complex information to a wide audience. • Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team. • Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive. • To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies. • To take part in public campaigns based on agreed plan of action and objectives. • To support fundraising efforts and produce clear and quality reports (financial and narrative) that, demonstrate good accountability.

Key Responsibilities:

• To provide overall management of the TajWSS project ensuring high quality standards in the project cycle management • Be the key point of contact with the Swiss Corporation Office in Dushanbe and ensure good relations are maintained with the project donor, SDC and that project activities meet all donor requirements • Take an active and leading of the TajWSS network to promote sustainable investments in rural water supply in Tajikistan. Participation in network meeting including chairing such meetings as and when agreed • To co-ordinate, develop and maintain close relationships with relevant organisations including local and national NGOs, UN agencies and Government of Tajikistan • Performance management of all direct line reports including development and coaching of staff. • Formation of project team including ongoing identification of and supporting staffing needs, including recruitment • Management of contracts and MoUs

Skills and Competence:

• Substantial and demonstrable experience of programme management, including planning, writing and implementation of proposals as well as strong people and budget management skills. • Experience of advocacy, influencing and working in partnership with government, donors and other organisations • Ability to work under pressure in response to changing needs. • Strong assessment, analytical, planning and time management skills • Fluency in Russian and/or Tajik and English is essential • Experience of managing relationships with institutional donors. Knowledge of the Swiss Agency for Development and Cooperation policy in water supply is highly desirable • Commitment to aims and objectives of Oxfam, including the Oxfam Code of Conduct. • Commitment to equal opportunity and gender policies with demonstrated experience in integrating gender and diversity issues into programmes • University degree and 5 year experience in the area of rural water supply and sanitation
