Public Health Specialist (HSS Health Systems Strengthening Lead)

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist (HSS - Health Systems Strengthening) in the Centers for Disease Control and Prevention (CDC).

Items 1- 7 are ALL REQUIRED

1. Education: Masters Degree (Master of Public Health or Health Policy) or host country equivalent in public health, nursing, health policy, public administration, or social sciences is required.
2. Experience: Eight years of mid-to-senior level public health experience in implementing and evaluating HIV/AIDS health systems strengthening programs or other relevant public health programs that involve coordination with an international agency, SA government or implementing partners is required. One year at the managerial level with multiple staff is required.
3. Language: Level IV English (fluency in both written and oral) is required.
4. Knowledge:
- The job holder must have a detailed and broad knowledge of the host country operational environment, including a detailed knowledge of the structure and operations of the Department of Health, Department of Education, other SAG departments and offices, Global Fund, the environment for health care delivery at the national, regional, district and community level structure and function of endemic and international NGOs providing HIV health systems strengthening services, and other collaborating and donor agencies with HIV health systems strengthening programs.
5. Skills and Abilities:
- Job holder must use excellent judgment in independently resolving problems encountered in implementing HIV/AIDS health systems strengthening, health management information systems and human resources for health program activities.
- The incumbent is a key participant in the development of the technical aspect of the annual health systems strengthening plan for inclusion in the COP. The plan includes new programs to fund, budget planning, developing an annual work plan for all branch programs, and implementation steps for meeting program objectives.
- The job holder also participates with contractors and cooperative agreement partner organizations in the development of annual and quarterly work plans for staff implementing the contractors or cooperative agreement activities.
- The incumbent is expected to use his/her knowledge, experience, and analytical skills to develop new methods, policies and procedures to deal with emerging problems and challenges in the implementation of HIV health systems strengthening, health management information systems and human resources for health activities. Examples: how to motivate staff within the branch and at the partner level to use collected data to identify barriers to service delivery and develop strategies to facilitate and improve health systems strengthening activities to meet strategic goals and objectives.

Job Specification

Basic Function of Position:
The incumbent is a key public health advisor or health systems strengthening to CDC. Position is responsible for the design, implementation, coordination and evaluation of a broad range of agency-funded HIV health systems strengthening program activities and studies required to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) in South Africa. Incumbent will act as the United States Government (USG) HIV/AIDS advisor to the South African National Departments (including the Department of Health and Education) partners, including those funded by the South African Government (SAG) or Global Fund, and non-governmental organizations (NGOs) in the implementation of health systems strengthening program activities and studies. The incumbent represents CDC on HIV health systems strengthening issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. For the purposes of PEPFAR programming in South Africa, HSS refers to broad categories of activities including health systems strengthening, health management information systems (HMIS) and human resources for health (HRH). As the team lead, job holder serves as the activity manager or contracting officer’s technical representative (COTR) for HIV health systems strengthening grants, contracts and cooperative agreements and coordinates funding, reporting, and administration with the extramural team to assure projects are conducted and USG funds are appropriately utilized.

Salary:
Ordinarily Resident: FSN-11 (Trainee Level) *¹
Basic Salary: R385,720 – R540,006 per annum
Cash Benefits: R105,489 – R118,347 per annum

Non-cash benefits include medical, pension and others where applicable
