Summary of Job Purpose and Principal Duties

Full-time post, Fixed-term to 31 March 2014

Purpose of the post:

The Researcher will assist UNESCO Centre research staff in fulfilling their obligations under this NERC-DFID-ESRC project, funded as part of the Ecosystem Services for Poverty Alleviation (ESPA) programme. In particular, the successful candidate must be able to assist in i) contributing to the development and application of methodologies to assess governance relevant to the sustainable provision of ecosystem services as they relate to poverty alleviation in large deltas; and ii) establishing and maintaining active engagement with key policy actors and stakeholders.

Principle Duties:

The candidate will be expected to carryout a range of duties, including:

- Reviewing literature on governance, ecosystem services and livelihoods;

- Identification of relevant key stakeholders and policy actors, and active engagement with these groups throughout the project;

- Assisting with collection of governance documentation (legislation, policy etc) relevant to the case study area, and associated coordination with local partners;

- Conducting interviews at all levels with experts, stakeholders and policy actors relating to the implementation of governance;

- Liaising with project partners with respect to the development of a conceptual model linking ecosystem services and poverty alleviation, and in relation to the development of scenario development;

- Assisting with development of methodology for assessing baseline governance position (formal and informal, where possible), and identifying factors responsible for inhibiting governance implementation;

- Assisting in the writing of reports, and publication of journal papers.
Summary of Skills, Experience and Qualifications

Graduate profile and qualifications: The Researcher will be expected to have at least a first degree in a relevant discipline, e.g., law, geography, political science, etc., and a postgraduate degree related to governance and stakeholder participation. Experience in working within large international, multi-disciplinary consortia, made up of a variety of different types of organisations, such as government ministries, UN and EU organisations, universities and research institutions will be desirable. Given the nature of the duties, the post will require a candidate with strong research, organisational and communication skills. International travel to conduct short-term field research and attend project meetings will be required.
If the successful candidate does not have a PhD or equivalent experience in a relevant area, appointment will be made to Training Grade 7 (£25,623 - £27,999).

Rationale and Objectives

Delta regions are probably the most vulnerable type of coastal environment and their ecosystem services face multiple stresses in the coming decades. These stresses include, local drivers due to land subsidence, population growth and urbanisation within the deltas, regional drivers due to changes in catchment management (eg upstream land use and dam construction), and global climate change impacts such as sea-level rise.

The ecosystem services of river deltas often support high population densities, estimated at over 500 million people globally, with particular concentrations in Southern and Eastern Asia and Africa. A large proportion of delta populations experience extremes of poverty and are severely exposed to vulnerability from environmental and ecological stress and degradation. In areas close to or below the poverty boundary, both subsistence and cash elements of the economy tend to rely disproportionately heavily on ecosystem services which underpin livelihoods. Work in these regions has identified a series of key problems affecting low income sectors of the population, including land degradation, water quality, health risks, declining agricultural productivity, marine vs. land production systems and anticipated threats such as climate change, sea level rise and sediment starvation. Understanding how to sustainably manage the ecosystem services in delta regions and thus improve health, reduce poverty and vulnerability requires consideration of all these stresses and their complex interaction.

The Ganges-Brahmaputra-Meghna (GBM) Delta is one of the world’s most dynamic and significant deltas, and is the project’s main case study area. The project addresses dynamic physical-ecosystem-human interactions at multiple scales in deltaic environments and their effect on ecosystem services, human health and livelihoods, and seeks to:

1. develop a baseline of current ecosystem services and associated poverty in the case area;

2. develop a complementary knowledge base of the current formal and informal management and governance arrangements for coastal ecosystems and their services;

3. understand the range of impacts of changes of single and multiple drivers via scenarios on future ecosystems services and poverty.

4. explore options for management strategies and governance arrangements for ecosystem services, livelihoods and health that are resilient both now and in the future;

5. actively engage with key policy actors who can shape future environments; and

6. Test the international transferability of the ouput (integrated systems analysis and consolidated model development) at a conceptual level in other populous deltas, using West Bengal and Mahanadi deltas in India as examples.
