Donor Landscape Analysis Consultant Lutheran World Relief

Lutheran World Relief (LWR) is a non-governmental organization founded in 1945 to respond to the needs of communities devastated by World War II. Since then, it has evolved from a relief agency shipping material resources to war-torn Europe to an agency that works in Africa, Latin America and Asia to respond to emergencies, seek lasting solutions to rural poverty, and work for peace and justice for all.
LWR recently underwent an in-depth assessment of its agricultural work from the perspective of donor institutions. The assessment resulted in recommendations on organizational articulation about current work and new areas for growth- including in nutrition. As an organization committed to increasing food security in rural communities, LWR recognizes the role that improved nutrition could play in its ultimate success.
LWR’s current nutrition programming has been focused mainly on BCC approaches and diet diversification and has been largely supported by internal funding sources, but future programs will require expansion in large part though external funding. Considering institutional and private donor interest in linking nutrition-focused activities to agricultural production and other food security interventions, LWR seeks to expand its understanding of the nutrition funding environment in its focus countries- as a first step toward considering increased engagement in the sector.
The consultant will conduct a landscape analysis of the funding environment in LWR’s 17 focus countries to highlight nutrition funding trends and opportunities which are in alignment with LWR’s core objectives and experience, particularly agriculture. This research will be conducted as a desk review.

The analysis will:
A. Indicate the donors (among US Government, foundation, and private sector sources) which offer the best nutrition funding opportunities for LWR (including types of nutrition interventions those actors fund, which LWR countries they are resourcing most heavily, and what it would take for LWR to be a competitive recipient of nutrition funds based on donor criteria, etc)
B. Analyse current nutrition funding recipients (who receives nutrition funding from donors highlighted in Section A, what their nutrition programs include and what their perceived value-added is)
C. Recommend donors, types of programs, and countries LWR might prioritize for nutrition program growth, based on the organization’s value-added in the current funding landscape
D. Recommend possible INGO partners for LWR to consider in a follow-on feasibility study

If the landscape analysis results are favorable, a follow-on feasibility assessment will be conducted to examine organizational capacity and required resources, nutrition program alignment with other agricultural priorities, required resources, nutrition partnership opportunities with local partners, and LWR’s value-added in nutrition.

Candidates should provide:
1. A clear proposal outlining the methodology that will be used (the proposal should include a the outline that will be used for the report and a template or example of the donor landscape summary table)
2. Evidence of similar assignments undertaken, CV
3. Proposed timeline for carrying out the tasks and submission of deliverables
4. Budget/cost proposal
