Senior EU Liaison Officer DSW - German Foundation for World Population

DSW seeks to recruit a Senior EU Liaison Officer to be based in Brussels. This is an exciting and challenging post for a proactive individual who wants to advance EU global health research policies and funding. The Senior EU Liaison Officer has overall responsibility for successful advocacy in support of EU global health research policies and funding.

About the position:

This is an exciting and challenging new post for a proactive individual with knowledge of EU research policies and the EU budgetary process. Based in Brussels, the position is initially planned for a 12 month workplan, though we expect that a longer term engagement will be possible.

Primary responsibilities:

  • Global Health Research: analyze, monitor and report on EU policy and funding for research affecting health in developing countries;
  • Recommend policy positions to improve EU policies affecting policy and funding for research affecting health in developing countries;
  • Help achieve DSW’s strategic plan and advocacy strategies while seeking to maximize coherence, focus and impact with both internal and external actions;
  • Provide support for and/or implement programme and project based advocacy activities;
  • Build positive relationships with, engage with and represent DSW to Brussels-based advocacy coalitions and other relevant stakeholders and constituencies in support of DSW EU Liaison objectives;
  • Build positive relationships with, engage with and represent DSW to policymakers and colleagues in the EU and developing countries, as well as other multi- and bilateral institutions, as needed;
  • Under supervision of the DSW Vice Executive Director, maintain a positive and supportive relationship with DSW colleagues and help coordinate advocacy activities with other DSW advocacy staff and partners around the world;
  • Provide input, advice and support on the planning and implementation of EU and international advocacy targets on specific issues;
  • Identify opportunities for synergy between the advocacy and capacity building parts of DSW’s work and plan with other staff members how to take advantage of those opportunities;
  • Write and contribute to advocacy briefing papers, statements and other advocacy documents;
  • Participate in the development of proposals and reports in support of advocacy and as part of effective monitoring and evaluation;
  • Contribute to DSW media activities on advocacy issues as needed and work closely with DSW’s Communications team members to ensure that the communications strategy supports the advocacy work and vice versa;
  • Participate as a member of the DSW EU Liaison Office team and contribute to overall organisational programme thinking and decisions as well as successful outcomes for specific projects;
  • Monitor and report on the effectiveness of DSW’s advocacy work and activity;
  • Perform other tasks as agreed with DSW Vice Executive Director.

Required qualifications:

  • Proven track record in policy and advocacy work is essential;
  • Good knowledge of the functioning of the EU, including EC decision making procedures and the EU budget;
  • Good knowledge of global health concerns and EU research policies/funding;
  • Ability to work effectively in teams, build positive working relationships and foster open communications;
  • Proven presentation and organisational skills in a multi-national environment;
  • Excellent writing ability (both technical as well as persuasive and diplomatic writing);
  • Ability to use normal office software, including work processing, data management and presentations;
  • Excellent English language skills, both written and oral, required. Good knowledge of French, German and/or other European languages is an advantage;
  • Initiative, self-motivation, accountability and a commitment to continuously work toward improved results;
  • Ability to work in international and multicultural settings, including international travel.
