UN Women: EVAWG and Advocacy Consultant

UN WOMEN office in Bosnia and Herzegovina (BiH) was established in 2008 to provide support to governmental and non-governmental partners to implement existing international and national commitments to women’s rights and gender equality. Through its projects and programs, the office provides technical assistance to duty bearers as well as rights holders, nourishes networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. Ending violence against women and girls (EVAWG) is one of the priority areas of work for UN Women in BiH. In this area of work, UN Women strives to increase investments in primary prevention (including men involvement and youth peer education as the means of preventing violence), protection (progressively realizing universal access to services in response to gender based violence), and access to justice. UN Women will continue the work to promote and strengthen social activism and youth leadership for preventing and ending VAW within the framework of the global UN Secretary General’s UNiTE Campaign (See the previous UN Women-supported campaigns at: www.16dana.ba). Launched on 25 February 2008, the UNiTE campaign works toward raising public awareness and increasing political will and resources for preventing and responding to violence against women and girls. The UNiTE campaign encourages Member States to achieve five outcomes by 2015: adoption and enforcement of national laws to address and punish all forms of violence against women and girls; adoption and implementation of multi-sectoral national action plans; strengthened data collection on the prevalence of violence against women and girls; increased public awareness and social mobilization; response to sexual violence in conflict. Following global and sub-regional strategic objectives, UN WOMEN in Bosnia and Herzegovina supports partners to achieve concrete results in the above-mentioned priority areas in the field of ending violence against women. UN Women supports the gender equality mechanisms and all other responsible institutions, as well as the civil society organizations and other non-governmental actors to implement national, regional and international commitments to prevent and respond to all forms of violence against women and girls. While drawing on international and regional normative framework, the focus of all UN Women work remains on the local ownership of all development initiatives as the basis for sustainable development results. UN Women in BiH also has a focus on enhancing capacities for women from excluded groups and their organizations to effectively influence policies, actions and budgets to address violence against women and girls and especially those forms of violence that are aggravated by multiple discrimination. With respect to advancing social mobilization on zero tolerance on VAWG, UN Women in BiH develops joint advocacy initiatives with women’s organizations and other civil society partners, including men and boys, youth groups, and grass-roots initiatives. UN Women Project Office in BiH is looking to engage an EVAW and Advocacy Consultant who will work towards implementing the regional UN Women Ending Violence against Women programme in BiH, as part of the implementation of the UN WOMEN 2012-2013 Strategic Note and Annual Work Plan for Central and South-Eastern Europe. He/She will also coordinate public awareness activities that will enhance understanding of the concept and the importance of preventing and ending VAWG. This will be done by promoting the key relevant international documents and implementing a public information campaign. The EVAWG and Advocacy Consultant will ensure that various project segments of the EVAWG Programme are interconnected, and that adequate joint advocacy and public information activities are done in cooperation with relevant stakeholders in BiH, including other UN Agencies.

Duties and Responsibilities

Under the direct supervision of the BiH UN Women Head of office and the overall supervision of EVAW Regional Project Manager, the EVAWG and Advocacy Consultant will perform the following tasks: Support Head of Office in coordinating activities under WP in BiH related to EVAW.This will include the following duties: Assist implementing partners in developing, implementing and monitoring their projects supported by UN Women; provide other technical assistance to the partners, as needed Support the UN Women Head of Office and Regional Project Manager in the process of identifying entry points, maintaining and developing strategic partnerships and developing a coherent strategy/project proposal for UN Women work on prevention of gender-based violence in the country and region. Facilitate knowledge and information sharing on the availability, accessibility and quality of support services in response to GBV in BiH Inform and contribute to the consultations with key stakeholders, including other UN agencies, civil society organizations, national and local authorities on the progress of activities implemented in BiH in the area of gender equality and prevention of gender based violence and where appropriate recommended next steps Carry out other baseline mapping of policies, interventions, actions and budgets to address gender based violence in BiH, as required; Support the Head of Office in coordination of the advocacy activities aimed at ending violence against women and girls. This will include the following duties: Support the dissemination of the Secretary General’s UNITE Campaign to end violence against women and girls in BiH and follow up on the work done in previous years during the 16 days campaign to end GBV. Support the coordination of joint advocacy and public awareness campaigns with a special focus on engaging men in gender equality and prevention of gender based violence. Develop an annual implementation plan and budget for country-level advocacy work in the area of prevention of gender-based violence. Support events facilitation (seminars, festivals, workshops) and meetings on EVAW and gender equality. Results/Expected Outputs: Raising awareness and advocacy campaigns to EVAW developed and implemented. Substantive guidance on EVAW in BiH provided. Successful implementation of projects ensured. UNITE campaign visibility and presence in BiH increased. Organisation of country and regional trainings, seminars and/or workshops on youth, gender and prevention of violence provided.

Required Skills and Experience

Qualifications/Requirements: Masters Degree in gender studies, international development, education or other field related to gender equality. Oral and written fluency in English, knowledge of the local language is an asset At least six years of experience working with international organisations, government agencies or NGOs in the fields of: - Gender equality and/ or addressing violence against women and girls. - Various aspects of advocacy work and communications as well as social mobilisation towards ending violence against women and girls - Experience working with UN agencies is an asset Research experience with proven adaptive and creative research skills Affinity with international development and/or the Western Balkan region Evaluation of applicants: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as: Responsive to and compliant with the ToR; and Having received the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation. Criteria: Technical Evaluation (70%) - Total points 70 (Relevant education - 15 points, Relevant experience - 45 points, Language – 10) Financial Evaluation (30%) - Total points 30 TOTAL - 100 points The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
