The Clinton Health Access Initiative is seeking an analyst to assist the Zambia Government in modeling and implementing optimal, cost-effective strategies for malaria control. Thanks to significant global investment in recent years, a growing number of African countries have scaled up malaria interventions, and begun to achieve a state of controlled low-endemic malaria (CLM). Without continued intervention and financing, however, malaria will rapidly resurge. Over the past year, CHAI conducted a scoping exercise to identify efficiency opportunities in malaria control. This work complements CHAI’s work to support the design of financial sustainability plans through novel solutions to raise domestic resources. The efficiency work is now entering a second phase, where the analyst will provide critical policy and analytical support in identifying and developing guidance on operational trade offs in malaria control and generating recommendations for cost-effective, optimal strategies. The analyst will be a part of a CHAI team and work in close partnership with the National Malaria Control Program and Ministry of Health, interacting on a regular basis with donors, NGOs, academic institutions and civil society. The analyst will form part of the CHAI country team in the respective countries, reporting to the Country Director/Malaria Financing Project Manager, with technical support provided by the global Malaria Financing Team. |
- Provide robust analytical and data management support, and actively participate in problem-solving and structuring the analytical approach;
- Develop a comprehensive understanding of –
- current normative guidance and technical approaches to malaria control and malaria elimination contexts;
- funding flows in malaria and the broader health sector;
- resource mapping, cost-effectiveness analysis and donor funding mechanisms;
- existing malaria systems, partners and programs in country;
- Work closely with the National Malaria Control Program and key NGO partners to gather cost and epidemiological data on country specific malaria program;
- Support malaria and health-financing teams to map health resources, with a focus on malaria;
- Identify and document efficiency opportunities in malaria control through in-country discussions;
- Provide policy and strategic advice on the application of mathematical models for optimizing malaria strategies;
- Facilitate negotiation among a broad range of stakeholders to reach consensus on optimal strategic approaches to malaria control based on modeling and cost-effectiveness analysis,
- Support the NMCP with the planning, introduction and scale up of optimal strategies.

- Bachelor’s degree in Public Health, or related field
- 2 years of financial and/or global health experience;
- Excellent quantitative skills, including significant working experience in MS Excel on budgeting, costing and modeling;
- Exceptional diplomatic interpersonal skills and ability to build strong professional relationships with a range of stakeholders in a multicultural environment;
- Excellent organizational and problem-solving skills;
- Strong communication skills -- including the ability to synthesize information concisely, prepare compelling presentations, and short reports
- Ability to multi-task and to be effective in high-pressure situations;
- Ability to work independently on complex projects.
- Experience working with African governments and global health institutions will be a strong advantage
