The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (IS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is going to submit their Expression of Interest for an up-coming EC-funded project: PH-Manila: DCI — technical assistance for the trade-related technical assistance project 3.
The specific objective of TRTA3 is to enhance the capacity of selected government agencies and private sector organisations to facilitate further integration into the international and regional trading and investment system.
The service provider will provide technical assistance to the Government of the Republic of the Philippines to achieve this specific objectives.
There are 6 interlinked project components with the following expected results:
— strengthened capacity to successfully implement Philippines' international trade strategy,
— enhanced capacity to effectively implement competition policy,
— strengthened capacity to develop and implement a national quality infrastructure strategy and to undertake market surveillance,
— enhanced capacities to develop and implement SPS management and control systems in line with international standards and of producers to comply with these standards,
— strengthened trade facilitation capacity to comply with the Revised Kyoto Convention and to upgrade national single window and warehousing operations,
— responsive reaction to unforeseen technical assistance needs and strengthened capacity of business associations.

Your tasks
The Team Leader will be in charge of the organisation, allover coordination of the activities and performance of the project. The specific tasks are to be defined.
Your profile
Qualifications and skills:
- Master’s Degree or equivalent in economics, international trade, or a discipline related to the issues covered in the programme
- Excellent verbal and written command of English
- Knowledge of Filipino would be an added advantage
- Proven access to a network among international practitioners and experts in the topics covered by the programme, which will allow him to identify and select the most appropriate candidates for the short term expert positions
- A minimum of 10 years professional experience in trade and infrastructure matters, with a particular emphasis on trade and national quality infrastructure strategy and policy issues
- A minimum of 5 years of professional experience in managing trade related technical assistance programmes in developing countries, preferably in Asia
- Relevant professional experience in Philippines would be an added advantage
- Management and/or participation in projects involving the development of solid partnerships with high level officials in order to achieve project results
- Minimum of 5 years of professional experience in the management and/or participation in projects involving technical aspects covered by the trade related technical assistance project 3, such as: trade and infrastructure policy, market surveillance, SPS management and control systems
- Proven knowledge of European Union project management procedures and financial regulations, preferably through management and participation in EU-funded technical assistance projects would be an advantage.
- Master’s Degree or equivalent in economics, international trade, or a discipline related to the issues covered in the programme
