Diagnostics Program Analyst : Lesotho

Overview:

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) works to broaden access to life-saving treatment for HIV/AIDS, tuberculosis and malaria patients in the poorest parts of the world. As part of this mission, CHAI’s “Access Programs” approach global public health challenges with market-based strategies, using simultaneous engagement on both the supply and demand sides of the market. On the supply side, CHAI engages with suppliers of essential drugs and diagnostics to improve access to products by lowering prices, accelerating new products to market, and sharing market intelligence. On the demand side, CHAI organizes and consolidates demand for health commodities by helping governments to scale up treatment programs, mobilize new resources, improve procurement processes, and enhance local human resource capacity. Working with over 30 governments and other partners, CHAI is focused on large-scale impact on many of the largest barriers to effective treatment and care.

Responsibilities:

CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills to support the CHAI Lesotho program in its HIV/AIDS and tuberculosis (TB) diagnostic access work. The Diagnostics Program Analyst must be able to function independently and flexibly and have a strong commitment to excellence. CHAI places great value on relevant personal qualities: resourcefulness, responsibility, tenacity, independence, energy, and work ethic. Specifically, key responsibilities will include the following

  • Assist the Ministry of Health (MOH) to build capacity on forecasting and quantification of both centralized and point-of-care (POC) laboratory related commodities – either through leadership in forecasting workshops, participation in technical working groups, or training on forecasting models – in order to avoid stock-outs, reduce waste and minimize costs;
  • Support the MOH to strengthen procurement and supply chain systems for diagnostic commodities and equipment by improving budgeting, forecasting, distribution & monitoring systems;
  • Assist the MOH in the development or adoption of POC and TB testing policies and national implementation plans, and the creation of operational systems to support the wide-scale implementation of new diagnostic products, such as training, quality assurance, and data management;
  • Support the MOH to build capacity to perform technical evaluations to drive MOH endorsement and approval of new diagnostic technologies and ensure that new technologies perform accurately, conduct operational pilots to demonstrate the cost effectiveness and impact of new products on patient outcomes, and assist with analysis and writing of evaluation reports;
  • Design and implement monitoring and evaluation (M&E) systems to measure the impact of POC and/or TB testing and assess progress against project goals;
  • Develop and share deployment models and strategies for how to maximize the impact of new diagnostic technologies;
  • Support MOH in the development and maintenance of high quality data management systems;
  • Liaise with CHAI’s global teams regarding information about new POC and TB technologies in the pipeline and assist with in-country technical or operational evaluations, as necessary;
  • Monitor pricing for diagnostics health products and negotiate / facilitate communications amongst CHAI , the MOH, and suppliers to achieve the lowest prices; and
  • Disseminate information from CHAI’s Laboratory Services Team on supply dynamics and access issues for the diagnostics market.

Qualifications:

  • Bachelor’s degree plus 2-5 years of work experience in a demanding, results-oriented environment
  • Fluency in English; excellent written and oral communications skills
  • High level of proficiency in relevant computer applications including Microsoft Word, Excel, and PowerPoint
  • Able to learn on the job quickly
